GENERAL BUSINESS 6A - ORDINANCE NO. 5072, AMENDING THE 2008 BUDGET (FINAL AMENDMENT) (#AB08-272): Cathy Johnson, Interim Financial Services Director, explained that the Bremerton City Council adopted the 2008 Annual City Budget by Ordinance No. 5032 on December 5, 2007 which was then amended by Ordinance No. 5056 on September 3, 2008. Certain programs have been implemented and action taken since the September amendment which have an impact on the City's 2008 budget - resulting in the need to further amend the 2008 budget. There were no comments from the public... Main Motion was made at 5:44:05 PM; discussion by Council Members continued... Mr. Wofford stated that this amendment reflects the action that must be taken. Mr. Shepherd mentioned a particular problem in the Streets Department that will be taken care of with the passage of this amendment; and added that in the near future there is potential to lose more revenue so the Council will need to be extremely diligent on a month-to-month basis to monitor this fund so there are no surprises at the end of next year. Mr. Runvon agreed with comments made by Mr. Shepherd; and added that Council will also need to monitor expenses. Mr. Gehrina mentioned the priorities; and feels that the City has done an excellent job of coordinating the needs of the City of Bremerton. 05:48:32 M/S/C/U (Wofford/Arends) Move to approve Ordinance No. 5072 amending Ordinance No. 5056, which amended the Fiscal Year 2008 Budget as originally adopted by Ordinance No. 5032. COUNCIL MEMBER REPORTS Nick Wofford thanked all of the City staff and wished everyone a healthy, prosperous, happy Christmas and New Year. Carol Arends also thanked staff and wished everyone a happy holiday. Dianne Robinson reported on her attendance at a meeting last Monday with Neighborhood Block Watch Captains, Andy Oakley of the Police Department, and Phedra Elliott, of the Department of Community Development, who led a discussion regarding the homeless population. She added that Denise Agree of St. Vincent de Paul was currently working with 90 homeless households and thanked the City of Bremerton for their support of the Women's Shelter Program. Also as part of the meeting, the Community Resource Office provided an update of the "Landlord Notification Program" and the ongoing problem at the 1200 Block of Gregory Way. At the next meeting in February, it was mentioned that there will be a discussion on the City budget and possible service cuts. Ms. Robinson also reported on the items discussed at the last Planning Committee. Lastly, she commented that this has been an enjoyable year for her; and wished everyone a Merry Christmas. City Council Reg. Mtg. Minutes Wednesday, December 17, 2008 Page 3 of 3 Mike Shepherd also attended the Block Watch Captains meeting with Ms. Robinson and said it was tragic how many homeless people are in our community. He reported that he looked forward to the future conversion of planting strips to assist in absorbing stormwater runoff; and attended two Christmas Tree lighting events. Roy Runyon regretted not attending the Block Watch Captains meeting; but reported on his attendance at a "Clean Technology" meeting today that was sponsored by the Kitsap Economic Development Alliance where he presented an outline of what the City has done in this area and how he sees the potential for the City to do more in the future. Adam Brockus reported on the Tree Lighting and Manette Fest events, and thanked the Manette Business Association, New Life Assembly Church, and Manette Community Church for contributing to the events. He acknowledged Andrew Binion for a good job he has done as a reporter with the Kitsap Sun, but unfortunately is a victim of lay-offs and wished him good luck. Cecil McConnell wished City staff and citizens a Merry Christmas; and cautioned everyone to drive carefully due to danger of black ice. Brad GehrinQ stated that he, Cecil, and Adam will be attending another Regional Fire Authority meeting tomorrow afternoon; wished everyone Happy Holidays, Happy Hanukkah, and Happy New Year. Will Maupin announced that this is the last meeting of the year and that there will be no Council Meetings for the next two weeks due to Christmas and New Year's Eve. He acknowledged it has been an interesting year, and for the last few years the City has been "holding its own" and done well being conservative and managing money well, but latest economy changes have made it very difficult; but reels that City staff have been professional under these circumstances. He mentioned similar problems with Kitsap Transit where there has been a drop in revenue and it is unfortunate that services had to be cut at a time when people need them the most. Lastly, he wished everyone a Merry Christmas. With no further business, President Maupin adjourned the Council Meeting at 6:03 PM.
