Funds
Committee Meeting Date: February 25,2009
COUNCIL MEETING Date: March 4, 2009
Department: City Attorney's Office
Presenter: Roger A. Lubovich
Phone: 473-2345
SUMMARY: The Office of Risk Management was recently moved from Financial Services to the
City Attorney's Office. Staff is proposing that the Risk Manager position at Management Professional
Pay Band 16 be replaced by a Risk Management Specialist to be placed at Pay Band 12 as
recommended by the Human Resources Manager and to leave the position unfilled at this time.
Additionally, in coordination with the transfer of Risk Management to the City Attorney's Office, it is
proposed that the Legal Assistant position currently funded at .55 FTE be increased to a full FTE in
order to assist with the increased workload.
ATTACHMENTS: None
FISCAL IMP ACTS (Include Budgeted Amount): Personnel costs are adequately funded in the 2009
budget. Distributions to the Risk Management Fund for both the Paralegal and Legal Assistant will
be increased to .5 FTE each to be funded from the unfilled Risk Management Specialist position.
This change will result in an approximate savings of$19,000 to the General Fund and $86,000 to the
Risk Management fund for the remainder of 2009. It is recommended that only the staffing budget be
adjusted at this time pending the evaluation of the proposed staffing changes during the second half of
2009.
