SUMMARY:
The City's 2004 Comprehensive Plan encourages the preparation of sub area plans for several areas of
the city, one of which is the Westpark site. In 2007 the City adopted the Westpark Sub-Area Plan.
Since 2007, additional site analysis has been conducted and the Bremerton Housing Authority (BHA)
has determined that it is desirable to make changes to the adopted Westpark Sub-Area Plan to foster
redevelopment of the site. BHA has also formally renamed the site "Bay Vista." After an extensive
public outreach process BHA developed a revised plan proposal, the Bay Vista Sub Area Plan, and it
is this plan that is now before the Council for review and approval.
The proposed ordinance accomplishes three things: 1) Repeals the Westpark Sub Area Plan as
adopted by Ord. No. 4998 2) Adopts the Bay Vista Sub Area Plan as part of the Comprehensive Plan.
This amendment to the Comprehensive Plan was authorized by Resolution No. 3076 which allowed
consideration of this amendment outside ofthe annual cycle. 3) Amends BMC Section 20.80.080,
Master Development Zone, which will activate the development standards contained within the Bay
Vista Sub Area Plan.

RECOMMENDED MOTION:
Move to pass Ordinance No. 5077 to repeal the Westpark Sub Area Plan as adopted in Ordinance No.
.4998, to amend the Comprehensive Plan to include the Bay Vista Sub Area Plan and to amend BMC
Section 20.80.080 to activate the development regulations detailed in the Plan.
