SUMMARY: BMC Chapter 2.50, Section 2.50.032 (a) requires Council confirmation for the appointment of
a Department Director and approval for an initial salary rate which exceeds Rate 1. Council confirmation and
approval is requested to appoint A. ANDREW "ANDY" PARKS as Director of Financial Services at Pay
Rate 7 of Band 22. Mr. Parks is a CPA and earned his undergraduate degree from the University of Oregon in
Finance and Accounting. He has 24 years of work experience primarily in the public sector. This includes
three (3) years as a Staff Accountant in the public & private sector, 13 years with the City of Bend, OR of
which five (5) were as Director of Finance and his last three (3) as Assistant City Manager/Chief Financial
Officer. During this same period he also served as Interim City Administrator for the City of Madras, OR for 6
months in 2001. In 2001 he co-founded a professional services firm, GEL Oregon, Inc. which provided
financial and management consulting services and executive recruitment services to local governments. He has
also been a presenter at various state and financial conferences. He has received GFOA's distinguished Budget
Award for three (3) municipalities (Bend, Prineville and West Linn, OR) and the GFOA Certificate of
Excellence in financial reporting (CAFR).

FISCAL IMPACTS (Include Budgeted Amount): Position is fully funded per approval of 2009
