SUMMARY: In 2007 the City Council adopted the Westpark Sub-Area Plan - this plan
implemented the vision established in the 2004 Comprehensive Plan for the Westpark site. Since the
time of plan adoption, Bremerton Housing Authority (BHA) has continued to evaluate the site's
opportunities and physical constraints, along with changing economic and market conditions, and
financial requirements for redevelopment, and has determined that modifications to the adopted sub-
area plan and development regulations are required to enable redevelopment to be economically
viable. These sub-area plan changes will require amendments to the City's Comprehensive Plan. In
September 2008, BHA received a 20-million dollar HOPE VI grant from HUD to support
redevelopment of the Westpark (now called "Bay Vista") site, and the conditions of that grant require
that all redevelopment activities be completed, inclusive of all permitting and construction, within 54
months of grant award. The Director of Community Development recommends that the City Council
declare an emergency, pursuant to BMC 20.10.050(e), to allow an amendment to the Comprehensive
Plan outside of the annual cycle to allow updates to the Bay Vista Sub-Area Plan. This declaration is
necessary because any delay, loss of funding, and continuation of blighted conditions at this site
would be contrary to the public health and safety and to the best interests of the City's citizens.
