Kitsap YMCA Concession Amendment
SUMMARY: The City provides access to the Jarstad Aquatic Center for Kitsap YMCA member during
public hours as part of their current concession agreement. Reductions in 2009 part-time labor expense
have resulted in elimination of weekend hours at the facility. Representatives from the YMCA have been in
contact with the City to develop an agreement that would restore weekend pool access for YMCA members
and the general public. Under the proposed agreement, the YMCA would pay the City the net cost for
staffing the pool on weekends during 2009. In exchange, the YMCA would receive future credit through a
partial reduction in the annual CPI adjustment identified in the City-YMCA Concession Agreement. The
proposed Concession ModificatIon Agreement would amend Section 8a of the concession agreement that
addresses the annual concession fee paid to the City. The proposed amendment would allow the City to
waive the CPI inflator until such time that the proposed payment from the YMCA is reimbursed.

finalize and execute the agreement in substantially the same form as presented.
