GENERAL BUSINESS
6A - RESOLUTION NO. 3079, APPROVING AND AUTHORIZING A SOLE SOURCE CONTRACT FOR
THE PURCHASE OF FOUR (4) DODGE AVENGER POLICE STAFF VEHICLES (#AB09-040):
Phil Williams, Director of Public Works & Utilities, explained that the 2009 Budget shows authorized
replacement of four staff vehicles, and that the original request was to purchase the 2009 Dodge
Avengers from the authorized dealer under Washington State Contract #04508, DWAYNE LANE FLEET HQ
of Everett, W A at a total cost of $75,877.16 (including sales tax, but without police equipment).
However, because the City Council expressed their desire to save money and purchase the vehicles
locally, the resolution if approved, will waive the bidding requirement and authorize a sole source
contract for the purchase of the four Dodge Avenger police staff vehicles from BREMERTON DODGE at a
cost of $16,895 each (including tax). The replacement vehicles will be placed on a 1 O-year linear
replacement collection within the ERR Fund (Department 46, Fund 510) based on their final cost to the
City. The EPA mileage rating of these vehicles is 19 mpg in the city, and 27 mpg on the highway.
5:55:05 M/S/C/U (Runyon/Wofford) Move to approve Resolution No. 3079, approving and authorizing a
sole source contract for the purchase of four (4) Dodge Avenger Police Staff Vehicles.
PUBLIC HEARING
7A- ORDINANCE NO. 5077, AMENDING THE COMPREHENSIVE PLAN AND ZONING CODE FOR
THE ADOPTION OF THE BAY VISTA (FORMERLY WESTPARK) SUB AREA PLAN (#AB09-044):
Andrea Spencer, Director of Community Development, explained that the City's 2004 Comprehensive
Plan encourages the preparation of sub area plans for several areas of the city, one of which is the
Westpark site. In 2007, the City adopted the Westpark Sub Area Plan. Since 2007, additional site
analysis has been conducted and the Bremerton Housing Authority (BHA) has determined that it is

desirable to make changes to the adopted Westpark Sub Area Plan to foster redevelopment of the site.
BHA has also formally renamed the site "Bay Vista". After an extensive public outreach process, BHA
developed a revised plan proposal, the Bay Vista Sub Area Plan, and it is this plan that is now before the
Council for review and approval.
The proposed ordinance accomplishes three things: 1) Repeals the Westpark Sub Area Plan as adopted
by Ordinance No. 4998 2) Adopts the Bay Vista Sub Area Plan as part of the Comprehensive Plan. This
amendment to the Comprehensive Plan was authorized by Resolution No. 3076 which allowed
consideration of this amendment outside the annual cycle. 3) Amends Bremerton Municipal Code
(BMC) Section 20.80.080, Master Development Zone, which will activate the development standards
contained within the Bay Vista Sub Area Plan.
Richard Weinman, consultant with the Bremerton Housing Authority, provided a PowerPoint@
presentation to brief the Council on the major changes in the revised plan.
President McConnell opened the public hearing. . .
Gordy Byrd was concerned about what type of establishments would be allowed, in particular grocery
stores that might sell tobacco and/or alcohol, because young people would be living in the area. Mr.
Weinman stated that at this point, the Bremerton Housing Authority does not know who the future
tenants will be.
6:14:37 With no further comments, President McConnell closed the hearing to the public...
6:14:46 Main motion was made and seconded; then discussion began by Council Members...
Roy Runyon questioned traffic impacts. Mr. Weinman responded that traffic impacts were addressed
in the SEPA Addendum for the revised sub-area plan that was published in January, but noted that
traffic impacts would be addressed again in response to some of the issues that were raised in the last
study session, and that an updated traffic report will be presented along with the preliminary plat
application.
Brad GehrinQ was impressed with many aspects of the plan however he also expressed his concern
about the impact of increased traffic, particularly the impact on the nearby Oyster Bay Center, and was
interested to see how the issue was going to be addressed. Another concern mentioned was the 95%
clearing of the area.
Nick Wofford mentioned that he lives very close to this area and was excited about the project. He also
suggested that citizens join him in requesting Bremerton as a new location for the next Trader Joe's
through their website at www.traderioes.com.
6:21 :46 M/S/C/U (Runyon/Wofford) Move to pass Ordinance No. 5077, repealing the Westpark Sub
Area Plan as adopted in Ordinance No. 4998, to amend the Comprehensive Plan to include the Bay
Vista Sub Area Plan, and to amend BMC Section 20.80.080 to activate the development regulations
detailed in the plan.
6:22:00 President McConnell announced that Council would now recess for a 20-Minute Executive
Session to discuss "Pending Litigation" per RCW 42.30. 110(1)(i) and that action would be action taken.

COUNCIL MEMBER REPORTS
Mike Shepherd was pleased to report that during his last neighborhood meeting, plans were made for
landscaping four of the churches and two adjacent residential properties .in the neighborhood.
Roy Runyon apologized for any confusion but clarified that a few weeks ago the Council only approved
the establishment of the Bremerton Transportation Benefit District, but Council has not yet identified a
funding source; encouraged citizens to buy goods locally in the City of Bremerton; and lastly he reported
on a trip he made to Olympia this morning with approximately 250 other citizens to lobby for an
alternative to Washington States Ferry's proposed Plan B that would reduce ferry service.
Brad Gehrinq reported on his attendance at the welcoming reception for Admiral Roughhead that was
hosted by the Puget Sound Naval Base Association; and welcomed new Finance Director Andrew Parks
to the City of Bremerton.
