2008 budget.
There were no comments from the public. . .
Main Motion was made at 5:44:05 PM; discussion by Council Members continued...
Mr. Wofford stated that this amendment reflects the action that must be taken.
Mr. Shepherd mentioned a particular problem in the Streets Department that will be taken care
of with the passage of this amendment; and added that in the near future there is potential to

Mike Shepherd also attended the Block Watch Captains meeting with Ms. Robinson and said it
was tragic how many homeless people are in our community. He reported that he looked
forward to the future conversion of planting strips to assist in absorbing stormwater runoff; and
attended two Christmas Tree lighting events.
Roy Runyon regretted not attending the Block Watch Captains meeting; but reported on his
attendance at a "Clean Technology" meeting today that was sponsored by the Kitsap Economic
Development Alliance where he presented an outline of what the City has done in this area and
how he sees the potential for the City to do more in the future.
Adam Brockus reported on the Tree Lighting and Manette Fest events, and thanked the
Manette Business Association, New Life Assembly Church, and Manette Community Church for
contributing to the events. He acknowledged Andrew Binion for a good job he has done as a
reporter with the Kitsap Sun, but unfortunately is a victim of lay-offs and wished him good luck.
Cecil McConnell wished City staff and citizens a Merry Christmas; and cautioned everyone to
drive carefully due to danger of black ice.

meeting tomorrow afternoon; wished everyone Happy Holidays, Happy Hanukkah, and Happy
New Year.
Will Maupin announced that this is the last meeting of the year and that there will be no
Council Meetings for the next two weeks due to Christmas and New Year's Eve. He
acknowledged it has been an interesting year, and for the last few years the City has been
"holding its own" and done well being conservative and managing money well, but latest
economy changes have made it very difficult; but reels that City staff have been professional
under these circumstances. He mentioned similar problems with Kitsap Transit where there
has been a drop in revenue and it is unfortunate that services had to be cut at a time when
people need them the most. Lastly, he wished everyone a Merry Christmas.
With no further business, President Maupin adjourned the Council Meeting at 6:03 PM.
