SUMMARY: BMC Section 1.02.010 provides that City offices, which routinely conduct business
with the public, shall be open for the transaction of business between the hours of 8:00 a.m. and 5:00
p.m. of each business day from Monday through Friday, unless otherwise posted. The proposed
resolution provides for the closure of public counters under certain circumstances as a cost savings
measure due to budget constraints.

FISCAL IMPACTS (Include Budgeted Amount): Permits reductions in staffing levels in Financial
Services, Human Resources and Community Development as proposed and required in the 2009
budget in order to reduce expenditures to balance the budget. Staffing reductions in these
departments located in the Norm Dicks Government Center provide savings of$411,223 in 2009.
The reduced availability of public access to City Hall service counters is necessary to lower
workloads to match reduced staffing resources.
