SUMMARY: Staff recommends that the City Council approve a voluntary separation and reduced
work week program in concert with the approval of the 2009 budget. This program would give City
Departments the option to offer incentives to employees who voluntarily separate from employment,
either through retirement or resignation where such separation would provide a quantifiable cost
savings to the City. This program would also offer the option for employees to voluntarily reduce
their work week schedule to 32 hours from 40 - again for the purposes of providing cost savings to
the City. Participation in the program would be entirely voluntary and would be subject to approval
of the Department Director (subject to review and approval of the Director of Financial Services,
Human Resources Manager, and City Attorney) and conditioned upon execution of a written
agreement between the City, the employee, and respective labor union or guild as applicable
acknowledging the terms and conditions of the program as implemented.

FISCAL IMP ACTS (Include Budgeted Amount) This program provides the potential for additional
personnel cost savings. Participation in the program is voluntary and requires mutual agreement.
There must be quantifiable cost savings to the City or the request will not be approved. There is
currently not enough information to estimate potential participation.
