SUMMARY: To reduce overall fleet fuel consumption staff requests purchase of a small vehicle from a
local dealer to start a pilot program at the PW Oyster bay facility similar to the "Scoot" program offered by
Kitsap Transit. Bids were requested from local dealers and staff is recommending purchase of a 2008 Toyota
Yaris 3-door lift back fromj./eo..r+~~ Toyota. The EP A mileage estimate for this vehicle is 36mpg highway
and 29 mpg City. The price is$ls,684 including sales tax. Funding will be provided by budget adjustment
from unallocated reserves for the Water and Storm Water Utilities in the 510 fund.
The 2009 budget (as presented) will remove three (3) 2002 Chevy Blazers from the fleet that have averaged
approx.13 mpg during their seven years of service with the City. Two of these vehicles are assets of the Water
Utility and one is "owned" by General Fund Engineering. The two Blazers in the Water Utility will be replaced
by this Toyota Yaris purchased in 2008. The General Fund Blazer will be replaced in 2009, also by a more fuel
efficient vehicle TBD in 2009.

FISCAL IMPACTS (Include Budgeted Amount): Purchase of this vehicle requires a budget adjustment to
the adopted 2008 budget to access unallocated reserves contributed by the Water Utility and Stormwater Utility
within the 510 fund of 15,684. The ve' would be an asset of the ERR Fund.

RECOMMENDED MOTION:
Move to authorize the purchase of a 2008 Toyota Yaris 3-door liftback from Reo.r'H~"oyota in the
amount of $15,684 including sales tax and amend the 2008 budget for the ER&R Fund by $15,684
and authorize the use of unallocated reserves of the water utility and stormwater utility for this
purchase.
