SUMMARY: The Kitsap County/City of Bremerton Agreement for Incarceration of City Prisoners
outlines incarceration/detention, presentation of confinement, duration, operation standards, remittal
of bail monies, transportation, medical and dental care, general provisions, billing, limitation of
assignments and hold harmless terms. The proposed addendum extends the duration of the contract
for one year. The City will pay $80.00 per person confined for each 24-hour period of confinement or
portion thereof greater than 12 hours.

FISCAL IMP ACTS (Include Budgeted Amount): For 2009 the City has placed $900,000.00 in the
Police Department budget for the care and custody of prisoners.

RECOMMENDED MOTION: Move to approve the Kitsap County/City of Bremerton Addendum
to the Contract for Incarceration of City Prisoners with the Kitsap County Sheriff s Office and the
Board of County Commissioners to support care and custody of prisoners and authorize the Mayor to
finalize and execute the agreement with substantially the same terms and conditions as contained in
the proposed addendum.
