GENERAL BUSINESS
6A - CITY PARTICIPATING AGREEMENT FOR WORK PERFORMED BY WSDOT FOR THE
BREMERTON FERRY TUNNEL PROJECT (#AB08-213): Phil Williams, Public Works & Utilities
Director, provided further details in a PowerPoint@ presentation to explain that the Washington
State Department of Transportation (WSDOT) is constructing the Bremerton Ferry Tunnel Project
which will include work benefiting the City. The work includes tunnel form liners, brick pavers, and
irrigation for hanging baskets. The agreement identifies the work to be performed by WSDOT and
reimbursed by the City.
Mark Satherwaite asked questions about a proposed security path that is supposed to be built
around the tunnel? Mr. Williams said that if Mr. Satherwaite could leave his contact information,
he would be happy to obtain some additional information and even provide a picture of the design.
Mr. McConnell asked how much extra excavation was necessary due to the proposed irrigation
system; and how long will the street be impassable. Mr. Williams responded that there would be
very little excavation required; impact to traffic would be minimal; and added that the items tonight
would not be an impact to traffic.
Mr. Runyon clarified that the funds would come from a Contingency Reserve Fund.
Mr. Wofford asked if only the flower baskets would be watered with the new irrigation system.
Lynn Price, Project Manager, said all the plants would benefit from the new irrigation system.
Mr. Shepherd suggested that WSDOT use current available space here instead of their current
plans to build a new building on Bainbridge Island.
Mr. Maupin thought it was a positive thing to have discussions like this because when the City is
involved in such a big project, it is important that it is done right.
06:05:09 M/S/C/U (Arends/Brockus) Move to authorize the Mayor to finalize and execute the City
Participating Agreement for certain work performed by the Washington State Department of
Transportation for the City on the Bremerton Ferry Tunnel Project with substantially the same
terms and conditions as presented.
COUNCIL MEMBER REPORTS
Brad Gehrin~ welcomed two recent grand openings, the Golden Dragon Restaurant now located
