SUMMARY: The professional services agreement between the City of Bremerton and Rovang and
Associates for legal representation of indigent persons provides that negotiations for compensation
may be reopened if caseload volume varies significantly from projections on a continuous basis.
Rovang and Associates requested negotiations for 2008 be reopened and the parties have negotiated
an increase in compensation of$3,506.75 per month for the balance of2008. Amendment No.1 to
the Professional Services Agreement increases monthly compensation for September through
December 2008.
The Bremerton Municipal Court requests that the appropriate budget line item increase to reflect this
amount for the balance of the 2008 budget as well as the authority to expend the new amount.

FISCAL IMP ACTS (Include Budgeted Amount): Increase contract amount for 2008 from
$116,783.00 to $130,810.00. 2008 Budget will require adjustment of$14,027.00. Funding source is
the General Fund ending fund balance.

RECOMMENDED MOTION:
1. Move to approve Amendment No.1 to the Professional Services Agreement between the City
of Bremerton and Rovang and Associates and authorize the Mayor to finalize and execute the
amendment with substantially the same terms and conditions as presented.
2. Move to authorize a budget adjustment in the amount of$14,027.00 to the Bremerton
Municipal Court budget and further to authorize the expenditure of these funds in 2008.
