SUMMARY: .The applicant for this right of way vacation is also the developer of the Lakeland
Lodge Complex, an assisted senior housing complex. The project occupies portions of the existing
right-of-way of Carr Boulevard. The applicant petitioned the City to vacate the right-of-way within
the project and relocate the street southerly of its current position. The connection to Lyle Avenue
from Carr Boulevard is currently within 150 feet of the intersection of Kitsap Way and Lyle Avenue.
The relocated street will provide better sight distance for the two intersections, better overall operating
characteristics and superior function to the existing Carr Boulevard. This is a Class II right-of-way
and as the area for the new roadway and the portion to be vacated are roughly equal, compensation
will be paid in form of the new roadway dedication.
