Residential Sewer Extension Force Main to
Stan Palmer Construction.

SUMMARY: Sealed bids for construction of the project titled "Southwest Bremerton Residential
Sewer Extension Force Main" were opened on July 29,2008. The engineer's estimate for
construction of the project is $4,551,507 for the base bid, $5,175,518 for the base bid plus Alternate 1,
and $5,799,528 for base plus both alternates. Five bids were received for this project. Stan Palmer
Construction was the lowest responsive bidder with a bid of$3,564,756.99 for the base bid plus
Alternate 1 and Alternate 2 (including sales tax).

FISCAL IMPACTS (Include Budgeted Amount): Construction of this project is funded by a
revenue bond. The 2008 budget for this project, including construction of the force main and the
pump station, is $4,750,000. An additional $400,000 is needed in the 2009 capital budget in order to
construct the base project plus both bid alternates.

RECOMMENDED MOTION:
Move to award a contract in the amount of$3,564,756.99 (including sales tax) for the base bid plus
Alternate 1 and Alternate 2 with Stan Palmer Construction for construction of the project titled
"Southwest Bremerton Residential Sewer Extension Force Main" and authorize the Mayor to finalize
and execute the necessary contract documents for construction.
