SUMMARY: Property-Owners within the South Kitsap Industrial Area (SKIA) Urban Growth Area
(UGA) have requested that the City Council consider annexing their property to the City of
Bremerton. There are currently two petitions that have circulated and they have been generally
referred to as "SKIA North" and "SKIA South." After careful deliberation and consideration of the
financial impacts, the Council took action on June 16, 2008 to accept the initial annexation proposals.
By accepting the "10% Petitions" the Council allowed the annexation to proceed to the second phase
of the petition annexation process, gathering of signatures for the "75% Petition."
On June IS., 2008 the City was presented with the 75% Petition for the SKIA North Annexation. The
purpose of the meeting on July 30, 2008 is to hold a public hearing and determine if the Council will
pass the proposed ordinance and approve the SKIA North annexation. In addition to accepting the
annexation, the ordinance also adopts interim zoning control of Industrial zoning ddi'gnation, assigns
a Council District for the territory and establishes an effective date for the annexation following the
Boundary Review Board process.
