SUMMARY: In response to an RFP for Chief Negotiator/Labor Consultant and interviews with
proposers by Chief Duke, Chief Rogers and the HR Manager, together whom have selected the Law
Offices of Donald W. Heyrich PLLC, Seattle W A to enter into a Professional Services Agreement
(PSA) to provide these services to the City in negotiating successor contracts with 3 of our bargaining
units: Bremerton Police Officers Guild (BPOG); IAFF Local #437 and Teamsters Local #589. The
services will be provided to the City pursuant to the terms of the PSA for the amount of Thirty-one
thousand dollars and no cents ($31,000.00). Staff recommends approval of this Agreement.

FISCAL IMPACTS (Include Budgeted Amount): The $31,000 expenditure, which is budgeted in
the 2008 Human Resources Department budget, will cover the cost of the services to be provided.
