Floyd Jackson reiterated Mrs. Younger's concerns; emphasized that the activity is ongoing; and
hoped the city would address the problem before something more serious happens.
Beth Michaelson asked for the city to install speed bumps or sidewalks to make the neighborhood
safer for pedestrians and to make speeders slow down.
Kathleen Puis spoke on behalf of at least 50 gardeners who garden at Blueberry Park to express
concerns which included work is being done prior to the lease ending in October that mean people
will be losing a majority of their gardens and will most likely not return; the ongoing lack of respect of
the Parks Department towards the gardeners; and emphasized that the removal of these garden plots
will impact families who use the gardens to provide food for their families.
Tony Bolander expressed additional concerns about nighttime noise and trash in the yard on
Madrona Point in addition to speeding; and asked that the city take action.
Parks & Recreation Director Wyn Birkenthal provided historical information and an update on
Blueberry Park; the public meeting process that started in January; and the results of that survey
which showed that residents preferred a walking path, and moving the gardens. The draft plan was
then heard by the Parks & Recreation Commission; and a Public Hearing followed in April - and there
were no comments at that time against the proposed plan. Due to an area defined "wetland" there is
setback. After the project's completion there will be smaller plots but there will increased
opportunities for gardeners since there will be more plots.

ZONING CONTROL OF INDUSTRIAL ZONING. AND ASSIGNING A CITY COUNCIL DISTRICT
FOR THE ANNEXED TERRITORY (#AB08-174): Community Development Director Andrea

By accepting the "10% Petitions" the Council allowed the annexation to proceed to the second phase
of the petition annexation process, gathering of signatures for the "75% Petition."
On June 18, 2008 the City was presented with the 75% Petition for the SKIA North Annexation. The
purpose of the meeting tonight, on July 30, 2008 is to hold a Public Hearing and determine if the
Council will pass the proposed ordinance and approve the SKIA North annexation. In addition to
accepting the annexation, the ordinance also adopts interim zoning control of Industrial zoning
designation, assigns a Council District for the territory and establishes an effective date for the
annexation following the Boundary Review Board process.
Dick Skrobut, McCormick Land Company, provided comments in support of the annexation.
Ryan Sandstrom, Alpine Evergreen, thanked the City for working on this project and helping move
development forward in the area of the airport.
Motion was made at 6:13:20 and discussion among Council Members continued...
Mr. GehrinQ asked if a business were established that did not comply with the newly established
zoning, will that business be allowed to continue as a non-conforming business. Ms. Spencer
responded that the business would be considered a legal non-conforming use. The process would
include adopting an interim zoning control, adopting a change in the Comprehensive Plan to make
the area an industrial center, and preparing a sub-area plan.
Ms. Robinson indicated that the legal requirements for annexation and financial analysis have been
considered closely by staff and Council Members; and thanked Andrea Spencer and the Department
of Community Development for moving this process forward.
Mr. Shepherd believed that annexation and proposed development can support the habitat and
business at the same time in a sustainable way.
Mr. Runyon asked how the departments worked together on the financial analysis for SKIA. Ms.
Spencer answered that Phil Williams and Laura Lyon collaborated with Community Development
staff on this report. Mr. Runyon appreciated their efforts in putting together this report; and was
satisfied that the current rate-payers will not be paying for infrastructure improvements.
Mr. Maupin stated that the Growth Management Act encourages annexation and the growth that is
being proposed by the applicants; stated that cities are more able to provide urban services in areas
like SKIA; and supported the annexation.
06:21 :17 M/S/C/U (Arends/Brockus) Move to pass Ordinance No. 5053, annexing the territory within
the South Kitsap Industrial Area Urban Growth Area known as SKIA North, establishing interim
zoning control of Industrial zoning, and assigning a City Council District for the annexed territory.
