RESOLUTION NO. .3o~ S
A RESOLUTION of the City Council of the City of
Bremerton, Washington waiving the public bidding requirements
and authorizing the Mayor sign a contract with ROMTEC for the
purchase of a restroom facility to be placed at Blueberry Park.
WHEREAS, the purchase of a restroom for Blueberry Park is part of the
Blueberry Park improvements funded by State and Federal grants; and
WHEREAS, Romtec is the only pre-engineered site built restroom company in
the country that provides complete building packages with the ability to customize the facility to
meet the functional needs and aesthetic character of the site; and
WHEREAS, Romtec is the only package supplier that offers flexible design
capabilities such as custom siding options and variations in floor plan and elevations; and
WHEREAS, using Romtec's pre-engineered restroom process cuts months off of
the typical design process since they can easily make modifications to already prepared floor
plans and add custom items such as customer specified fixtures or exteriors; and
WHEREAS, RCW 39.04.280(1)(a) specifically authorizes a municipality to
waive competitive bidding requirements for purchases that are clearly and legitimately limited to
a single source of supply; NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF BREMERTON, WASHINGTON, DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the purchase of the Romtec restroom facility for Blueberry
Park is clearly and legitimately limited to a single source of supply.
SECTION 2. That the Mayor is hereby authorized to sign a contract with
Romtec for the purchase of a restroom facility to be placed at Blueberry Park.
SECTION 3. Competitive bidding requirements are hereby waived and are not
required for securing contracts for materials, goods, equipment and services necessary to
purchase the restroom referenced in this resolution.
SECTION 4. Severability. If anyone or more sections, subsections, or
sentences of this Resolution are held to be unconstitutional or invalid, such decision shall not
affect the validity of the remaining portion of this Resolution and the same shall remain in full
force and effect.

Blueberry Park Restroom Facilities
SECTION 5. Effective Date. This Resolution shall take effect and be in force
immediately upon its passage.
