SUMMARY: The City has worked with the Navy to develop a successor contract to the ten-year
Utilities Contract for PSNS and NBK-Bremerton that expired on 12-01-2007. Since that time service
has been provided under a "Unilateral Contract" which extends to November, 2008. This proposed
new ten-year contract would extend from August 1, 2008 to July 31 S\ 2018.
For Water service the initial rates are a flat fee of $39,000 per month and a variable rate of
$1.25/HCF. For wastewater the flat fee is $81,400/mo. and $3.08/HCF (based on metered wastewater
service). The Navy has also agreed to begin paying for stormwater service for all Navy properties that
use or benefit from city-owned stormwater infrastructure.

FISCAL IMPACTS: Based on the assumed consumption rates listed in the contract the total
revenue for Water Utility is estimated at $1,559,500/yr. Wastewater revenue is similarly estimated at
$1 ,953,160/yr. Stormwater revenue is estimated at $26,000/yr. All rates are subject to annual
escalation during the life of the contract.
