that the current EMS Levy will expire December 31,2009.
There were no comments from the public.
Mr. Runvon asked for the status of the current EMS funding. Chief Duke answered that current funding
is about $1.2 million.
Ms. :Robinson asked if the levy did not pass, when would the next opportunity be to put the levy on the
ballot. Chief Duke stated that the levy could be placed on the ballot during the next election in 2009.
05:53:38 M/S/C/U (Arends/Gehring) Move to pass Resolution No. 3062.
6C - RESOLUTION NO. 3063 (NORTH) AND RESOLUTION NO. 3064 (SOUTH). APPROVING
ANNEXATION PROCEEDINGS FOR TWO TERRITORIES IN THE SOUTH KITSAP INDUSTRIAL
AREA (SKIA) (#AB08-150): Community Development Director Andrea Spencer explained that the
action before Council is the consideration of two annexation petitions in the South Kitsap Industrial Area
(SKIA). The two petitions were presented on April 22, 2008 and are described as the "SKIA North
Petition" and the "SKIA South Petition". As required by state law, the petitions include the signatures by
owners of not less than 1 0% of assessed property value in the area proposed for annexation (in fact, the
petitions contain signatures of 1 00% of the owners). State law requires that the City Council conduct a
meeting with the petitioners within 60 days of petition submittal and staff has timely scheduled this
meeting to occur on June 16, 2008. Following the meeting with the petitioners, the City Council has the
option to accept, reject, or geographically modify the petitions. Should the Council decide to accept the
petitions, the proposed resolutions presented with this report will do so and will allow the annexation to
proceed to the next step, gathering of signatures on the "75% Petition".
A PowerPoint@ presentation was provided to discuss the details of the "Urban Services Overview",
specifically financial details of the three scenarios (Scenario A "Low Growth"; Scenario B "High Growth";
and Scenario C "SKIA Sub Area Plan"). Finance Director Laura Lyon discussed the costs related to
Fire/EMS protection and Police protection for the various scenarios; and Public Works Director Phil
Williams discussed details of the various scenarios regarding the infrastructure, including
Transportation, Water, Stormwater, and Wastewater Management.

Public comments began at 6:58 PM...
David Overton, one of the property owners of the proposed area, requested that the Council approve
this 10% petition tonight.
DOUQ Scrobut, President of the McCormick Land Company, also encouraged approval tonight.
Rod Reid, President of Alpine Evergreen Company, commented that he was also a part of this
annexation area and echoed the previous comments of support.
Cheryl Kincer, Port of Bremerton Commissioner for District No.1 which includes the City of Bremerton,
also encouraged this action. She presented a handout titled "Port of Bremerton Discussions with
Developers and Development Professionals" dated April 2 & 3, 2008 and read the positive points listed
for "pursuing annexation into the City of Bremerton".
Gary Bolster, Liberty Business Center, discussed a concern with stormwater run-off near Lake Lindy.
Mr. Williams believed that the City would work with Mr. Bolster and residents whose property would be
within the City's boundaries in order to maximize use of property and limit run-off, as well as avoid
construction in wetland areas.
Main Motions were made at 7:11 PM... Discussion then took place by. the Council...
Mr. Shepherd emphasized that rural planners typically do not take on projects that are industrial in
nature and that the City's planners would better address future projects in the proposed annexation
area.
Mr. Gehrinq provided positive comments and als6 asked who would provide the cost for maintaining the
streets. Mr. Williams stated it depends where the street was located within SKIA but he estimated that
maintenance support could come from the Port of Bremerton, the developers, and City funds.
Ms. Robinson provided comments in support of these resolutions; and thanked the staff for all the time
they have put into this effort; but asked for clarification on what "U.L.I.D." stood for? Ms. Lyon
answered that a "U.L.I.D." is a Utility Local Improvement District, which allows the City to acquire low-
interest financing to construct a project; and then property owners who benefit from the improvements
share the costs in constructing the project by paying for the debt over a set period of time.
Mr. Runvon stated his main concern was financial stability, but is now satisfied that we will not be
adding a burden to the ratepayers. He further commented on the indirect benefits that not only
Bremerton itself will receive, but the surrounding communities will receive as well.
Mr. Wofford asked for confirmation that the money for utility rate financing will come from the
businesses within SKIA. Ms. Lyon stated the burden would come from and be shared by those who
would be developing the property. .
Mr. Brockus clarified that this vote tonight only sets the boundaries; and asked if there other options for
other utility districts to provide services. Mr. Williams stated yes to both comments.
Mr. Maupin commented that the Urban Growth Area abuts the City so the City has an obligation to
consider this annexation to prove the City can service this area and provide infrastructure to handle
growth without placing a burden on the current ratepayers.
07:29:08 M/S/C/U (Shepherd/Brockus) Move to pass Resolution No. 3063 accepting the proposal to
commence annexation proceedings for the territory known as SKIA North, as amended (to add a portion
of State Route 3).
