SUMMARY: The action before Council is the consideration of two annexation petitions in the South
Kitsap Industrial Area (SKIA). The two petitions were presented to the City on April 22, 2008 and
are described as the "SKIA North Petition" and the "SKIA South Petition." As required by State Law
the petitions include the signatures by owners of not less than 10% of assessed property value in the
area proposed for annexation (in fact, the petitions contain the signatures of 100% of the owners).
State Law requires that the City Council conduct a meeting with the petitioners within 60 days of
petition submittal and staff has timely scheduled this meeting to occur on June 16,2008. Following
the meeting with the Petitioners the City Council has the option to accept, reject, or geographically
modify the petitions. Should the Council decide to accept the petitions, the proposed resolutions
presented with this report will do so and will allow the annexation to proceed to the next step,
gathering of signatures on the "75% Petition."
