Conservation Office for a Lions Park grant. Date: \J (; Yl e- .{-, ;200 g
Department: Parks & Recreation
Presenter: W. Birkenthal
Phone: (360) 473-5752
SUMMARY: In April of2008, the Department of Ecology notified the City our application for $1
million to redevelop Lions Park will be funded. As the Ecology Grant is limited to specific
improvements (pervious trails, parking, demolition of old hardscape, new restroom, park plantings,
storm water filtration improvements), the Park Department would like to construct additional
recreation improvements to Lions Park that remain unfunded. Application for a $500,000 Land and
Water Conservation grant through the Recreation and Conservation Office (RCO) provides an
opportunity to fund a high quality children's play area and redevelop the north portion of the park into
. a picnic and play meadow. Through this grant, a restroom will be added near the existing boat launch
to serve the boating public and users of the newly developed play/picnic area If successful; this grant
application will allow the City to receive maximum value for the Lions Park improvement project as
mobilization costs and other economies of scale will be :received by upgrading the park in one
construction window as opposed to piecemeal improvements. The Park Board, Public Safety and
Parks Committee and Finance Committee have reviewed this request to apply for Land and Water
Conservation funds through the RCO.
ATTACHMENTS: Resolution authorizing grant application. No. '3 D" (
FISCAL IMP ACTS (Include Budgeted Amount): $500,000 in planned capital improvements will be
made available from outside sources reducing the local bmden to upgrade the park. Main~e and
operating costs will not increase as the park land is already developed. The redevelopment will be of
increased quality and increase the useable life span of the park's amenities.
