RESOLUTION NO. 30(00
A RESOLUTION of the City Council of the City of
,
Bremerton, Washington authorizing the City to participate with the
Port of Bremerton in a Sfate of Washington Community Economic
Revitalization Board Gr,ant by providing construction of a water
main in the City's W -511/ pressure zone extending water service to
a portion of the South Kitsap Industrial Area and Palmer Marine
LLC at Bremerton Natiohal Airport, Washington.
WHEREAS, the current ~ater system serving Bremerton National Airport (BNA)
terminates at the north end of Runway ] and this is the agreed upon source of water for further
land development in the area, and I .

WHEREAS, there is a need to expand water service to the east side of the airport
runway to allow for future aviation use aevelopment as set forth in FAA approved 20 year
Master Plan for BNA, and
WHEREAS, further extension of this water system would provide for water

service to the 3,500 acres of the South Kitsap Industrial Area (SKIA) which currently is void of
water infrastructure, and
WHEREAS, development of this needed water utility infrastructure would help
deyelop the land and make it more attrabtive for business growth, and
... . WHEREAS, Palmer MJine LLC is a locally established boat building
manufacturer that needs to expand and <<rould relocate to land adjacent to the Port owned airport,
and
WHEREAS, the preferred location for Palmer Marine LLC and adjacent areas
which have high potential for industrial I development is devoid of water service, and
,
WHEREAS, if water ser~ice is not provided, Palmer Marine will exercise an
opportunity to move out of state, and I

WHEREAS, the Port of Bremerton has limited funds for such a public water
extension project and other important pfojects are competing for these funds, and
WHEREAS, the commlity Economic Revitalization Board provides grants for
infrastructure for industrial developmen't to retain and create jobs.
WHEREAS, the Community Economic Revitalization Board has granted the Port
of Bremerton funds in the amount of$555,400 to construct a water main to the aforementioned
proposed development; and

WHEREAS, the City of Bremerton will provide professional services for design
and construction management for the project; and
WHEREAS, the City of Bremerton will provide construction of a water main in
the City's W-517 pressure zone which will be funded from the grant proceeds, NOW
THEREFORE:
THE CITY COUNCIL OF THE CITY OF BREMERTON, WASHINGTON
DOES HEREBY RESOLVE AS FOLLOWS.
SECTION 1. The City of Bremerton Public Works and Utilities Department will
provide professional services for design and construction management of the approximately
2500 lineal feet of new water main which will provide water service to approximately 3500 acres
of SKI A including the proposed Palmer Marine LLC site. The construction of the project will be
funded with proceeds from the Community Economic Revitalization Board Grant.
SECTION 2. Severabilitv. If anyone or more sections, subsections, or sentences
of this Resolution are held to be unconstitutional or invalid, such decision shall not affect the
validity of the remaining portion of the Resolution and the same shall remain in full force and
effect.
SECTION 3. Effective Date. This Resolution shall take effect and be in force
immediately upon its passage
