of Bremerton to provide engineering services
for construction of a water main.

SUMMARY: Palmer Marine LLC is expanding and relocating their marine manufacturing facility to
a location in SKIAjust east of the airport. A new water main is needed to serve this new facility. The
Port of Bremerton has obtained a CTED for construction of the water main. The grant requires that a
resolution be passed by the City as to our commitment to provide engineering services.

FISCAL IMP ACTS (Include Budgeted Amount): The City is contracting with RH2 Engineering
Inc. to do the design. Their fees are $28,567. The estimates cost for construction administration is
$12,000. Monies are available in the 2008 Water Capital budget in Distribution Main Improvements.
