GENERAL BUSINESS
6A - APPROVAL OF CONTRACT WITH DIAMOND PARKING FOR PARKING
ENFORCEMENT AT THE HARBORSIDE PARKING GARAGE (#AB08-095l: Carol EtQen, City
Clerk, explained that the contract with Diamond Parking for parking enforcement services at the
Harborside Garage expired in July of 2007. .' Services have continued in accordance with the
expired agreement. The proposed agreement is for the same base management rate of $4,558
per month with a three (3) percent increase in the third year as a cost of living adjustment,
bringing the cost in 2010 to $4,695 per month. An incentive fee of two percent (2%) was also
carried in the new agreement. In exchange for no monthly rate increase, one of the four (4) lot
checks on weekdays was eliminated and adjustments were made to the contact to reflect what
has happened with the scope since the original c()ntract was signed.
There were no comments from the public...
. . . .
Mr. Brockus expressed his concerns with,a private company providing parking enforcement.
Mr. Runvon thanked Ms. EtQen for her efforts regarding the parking contract; and invited the
public to attend the next "Parking & Animal Control Committee" which will meet again on June 3
at 4:00 PM in the Council Conference Room.
, , ,
Mr. Shepherd added that this contract is, only fon~hforc'ement at the garage and that there has
been considerable efforts made to achieve cost sayings.
Mr. Brockus appreciated the efforts of the committee, but believed that the company benefiting
from the downtown parking lots should not be involved in enforcement.
Mr. GehrinQ asked if Diamond Parking owns any part of the parking garage. Ms. EtQen
responded that Diamond Parking does not own the garage butthe contract does allow for a 2%
incentive beyond a certain amount of revenue earned but does not include revenue earned
through parking tickets. Mr. Shepherd emphasized that the incentive is not about negative
enforcement and people are encouraged to park at the garage.
05:48:06 M/S/C (Arends/Wofford) Move to approve the Professional Services Agreement with
Diamond Parking for parking enforcement services at the Harborside Parking Garage; and
authorize the Mayor to finalize and execute the agreement with substantially the same terms and
conditions as presented. '

(#AB08-096): Council Member Mike Shepherd summarized that the proposed resolution

Bridge the "Bob Oke Bridge".
Comments in support of the resolution were provided bv the folio wino: Pat Roqers, Drake

Mr. Brockus acknowledged that he nadcoristituents with opinions both in favor and against the
proposed resolution; but ultimately he feels that the bridge was a good project that increased
safety and for that reason he would support this action. .
Mr. Gehrinq admitted that although he was not initially in support of the building of this bridge he
admits that he was wrong and believes the bridge was built due to Bob Oke's perseverance.
Mr. McConnell supported the building' of the bridge, but could not support the naming of the
bridge after Bob Oke because of the way he partiCipated in adding several voting jurisdictions
that were not regular users of the bridgeto assure that the use oftolls would be approved.
, .,. , ' - ~ .
Mr. Runyon agrees that the building of the bridge has helped to alleviate traffic jams but did not
believe that having the Council approve a resolution :to rename the bridge after Bob Oke would
adequately reflect the opinion of the public majoritY.
Ms. Robinson referred to two citizen letters in support of this action; and agreed that it would be
appropriate to rename the bridge in honor of Bob Oke.
