SUMMARY: The CDBG / HOME Policy Plan sets parameters for the City's management of its
HUD entitlement, including outlining the citizen participation plan, application and review processes,
and eligibility and implementation requirements for grant funded projects. The 2009 Policy Plan has
been updated to include provisions for participation in the CDBG Section 108 Loan Guarantee
Program, and its accompanying administrative documents have been updated for dates and anticipated
funding.
