COUNCIL MEETING Date: 5/7/2008
Department: DCD - HUD Programs
Presenter: Phedra Elliott
Phone: 473-5211
SUMMARY: Since 1996, the City of Bremerton has acted as a pass-through agent for the Shelter Plus
Care program administered locally by Agape Unlimited. Funded by the McKinney-Vento Act and
administered by the Department of Housing and Urban Development, Shelter Plus Care funds provide
rental assistance for homeless individuals and families affected by mental illness, chemical dependency, or
both. Participants receive assistance and counseling until they reach self sufficiency, which averages about
two years.
The City's contract with Agape is renewed annually, as is the City's Shelter + Care contract with
HUD. The City and Agape have received "renewal" status with HUD; therefore the annual application
submitted is not awarded on a competitive basis but rather renewed provided performance criteria are
met. Staff is requesting Council approval to renew the City's contract with Agape Unlimited.
ATTACHMENTS: Contract between the City of Bremerton and Agape Unlimited
FISCAL IMPACTS (Include Budgeted Amount): Pass-thru funding of$173,592.00 from the
