SUMMARY: The City of Bremerton is entering into an agreement with the City of Forks for additional
prisoner jail services. Services will be limited to daily bed availability; charges for service will be
offered at a lesser rate ($45.00 per day) than is currently being paid ($67.53 per day) to the Kitsap
County Jail.

FISCAL IMPACTS (Include Budgeted Amount): In 2008 the City budgeted $604,000.00 for care and custody of
prisoners. In 2008 daily prisoner rate charges increased to $67.53 per prisoner. The Kitsap County Jail put the City of
Bremerton on notice that the 2009 daily prisoner rate will increase and be between $70.00 and $80.00 with the likely
charge being closer to the $80.00 per day figure. The City of Forks agreement will accept prisoners as jail population
allows at a daily rate of $45.00. With confinements of 365 days, the daily rate will be lowered to $40.00. This agreement
will assist in staving off the rising cost of prisoner incarceration.

authorize the Mayor to finalize and execute the agreement with substantially the same terms and
