RESOLUTION NO. <3tJ5~
A RESOLUTION of the City Council of the City of
Bremerton, Washington, adopting amendments to the 2008
CDBG/HOME Action Plan, adding an additional $146,000 in
HOME funds to the Down Payment Assistance Program, and
allowing participation in the CDBG Section 108 Loan Guarantee
Program.
WHEREAS, the City of Bremerton is an entitlement community which receives a
Community Development Block Grant (CDBG) each year from the Department of Housing and
Urban Development (HUD), and also receives funding from HUD's Home Investment
Partnerships (HOME) fund via an interlocal agreement with Kitsap County; and
WHEREAS, the City of Bremerton City Council approved 2008CDBG / HOME
Funding Recommendations on November 7, 2007, which were submitted to and approved by
HUD as the 2008 CDBG / HOME Action Plan; and
WHEREAS, the City manages an active Down Payment assistance program-
providing access to affordable housing to fust-time homeowners-which will be further
enhanced by an allocation of uncommitted HOME funding; and
WHEREAS, the City ofBremerton is in a period of revitalization with. many
opportunities for financially viable, quality, large-scale physical development projects, which
could benefit from the City's participation in the Section 108 Loan Guarantee Program; and
WHEREAS, a 30-day public comment period was advertised on Friday, February
29th in the Kitsap SUN, and no comments were received; and
WHEREAS, the Department of Community Development CDBG/HOME staff
presents as amendments to the 2008 CDBG / HOME Action Plan 1) funding the Down Payment
Assistance Program with $146,000 of uncommitted HOME funds, and 2) allowing participation
in the Section 108 Loan Guarantee Program; NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF BREMERTON, WASHINGTON,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The recitals and findings of fact set forth in this resolution are
hereby incorporated as if fully set forth herein.

SECTION 2. The 2008 CDBGIHOME Action Plan is hereby amended to
allocate up to $146,000 in uncommitted HOME funds to the City of Bremerton Down Payment
Assistance Program.
SECTION 3. The 2008 CDBGIHOME Action Plan is hereby amended to allow
participation in the CDBG Section 108 Loan Guarantee Program.
SECTION 4. The 2008 CDBGIHOME Amended Action Plan is hereby
approved, and will be submitted to the Department of Housing and Urban Development for
reVIew.
SECTION 5. Severability. If anyone or more sections, subsections, or
sentences of this Resolution are held to be unconstitutional or invalid, such decision shall not
affect the validity of the remaining portion of this Resolution and the same shall remain in full
force and effect.
SECTION 6. Effective Date. This Resolution shall take effect and be in force
immediately upon its passage.
