GENERAL BUSINESS
6A - PURCHASE OF REPLACEMENT SPORTS FIELD LIGHTING FROM MUSCO LIGHTING
FOR LIONS FIELD (#AB08-066l: Wyn Birkenthal, Director of the Parks & Recreation
Department, explained that the purchase of the light fixtures, wiring, mounting brackets, and
electrical component enclosures will upgrade the amount of lighting at Lions Field to meet the
20-foot candle (outfield) national recommendation for nighttime play. A sole source purchase
form Musco LIGHTING is recommended and an explanatory memo is attached. The new
mounting brackets will insure the light fixtures are safely attached to the poles and able to
handle wind-loads. Current brackets were found to be deficient during a September inspection
by the City Electrical Division. This project is budgeted for $85,000 in the 2008 Capital Facilities
Plan. The improvements support Park Department Softball which is a revenue producing
activity and a source of tourism.
There were no questions or comments from the public. . .
Mr. GehrinQ provided favorable comments and was pleased to see the commonality of this
system with the system in place at Pendergast Park. Mr. Runyon also provided favorable

opportunities and improved overall economic vitality for the benefit of citizens of the City - a tax
exemption from business and occupation taxes for business activity on Port of Bremerton
owned industrially designated property is proposed.
David Overton, one of the principal landowners of the South Kitsap Industrial Area (SKIA),
expressed his strong interest to annex into Bremerton not only due to the leadership shown by
the City of Bremerton in the past when action was taken to provide sewer in and around the
Gorst area, but also because of the willingness and progressiveness demonstrated to operate
in partnership with public and private entities. He clarified that the land currently owned by his
family would not benefit from this exemption because it was privately owned. He also
complimented the staff for the City of Bremerton.
Cheryl Kincer Commissioner for the Port of Bremerton, agreed that the City has been quick
and responsive, and very much appreciated all of the work done by the City in this annexation
process.
Several Council Members provided comments in support of this action; and also complimented
City staff... Mr. Brockus explained that although he was also in agreement with this legislation,
he would abstain on the vote due to the amount of work done between the Port and his
employer.
