Portions ofthe SKIA area are currently served by a lagoon system operated by the Port of Bremerton. This scope of work describes the tasks to be performed by HDR Engineering, Inc. (HDR) to assist the City with sewer facility planning for these two areas. HDR has been asked to assist the City in preparing a Sewer Facility Planning Document in preparation for submittal to Kitsap County. The following tasks are included in this project. A detailed description of each task is provided herein. Table 1. Scope of Services Task Description 400 Phase 2 - Project Management, Coordination, and Meetings 500 Phase 2 - Data Collection 600 Phase 2 - Planning Services and UGA Report Note that the budget breaks the tasks into two parts to account for the different areas to be studied. For example, Data Collection for Marine Drive is Task 500, whereas Data Collection for SKIA is Task 500A. City of Bremerton 10f7 Phase 2 Sewer UGA Planning TASK 400 PROJECT MANAGEMENT, COORDINATION, AND MEETINGS Objectives: 1. Provide coordination and management of the work elements. Consultant Services: 1. Project Manager's planning, oversight, coordination, and management of work by the HDR team members. 2. Establishment and maintenance of a project schedule. 3. Preparation of monthly project status and budget tracking reports and invoices. 4. Attend project meetings as required. 5. Provide QA/QC reviews of all project deliverables. City of Bremerton Responsibilities: 1. Provide special administrative forms or deliverable formats to the consultant, as required. Assumptions: 1. The duration of the project is anticipated to be 3 months. 2. A project kick-off meeting and up to three (3) additional project meetings will be attended by the Project Manager and Project Engineer. Meetings assumed to be 2-hours in length, require 3-hours of travel time, and require 1 hour of preparation. 3. During the project kick-off meeting, the City has asked for a presentation regarding the recommended III Allowance to be used for planning. Work Products: 1. Monthly project status (up to three (3) months), budget tracking reports, and invoices. (1 printed copy each month) 2. Materials necessary to develop and document contract changes, as required. (1 printed copy) City of Bremerton 20f7 Phase 2 Sewer U GA Planning TASK 500 DATA COLLECTION Objectives: 1. Collect pertinent background information on Marine Drive and SKIA. Consultant Services: 1. Collect previous sewer planning documents from the City and Kitsap County that are relevant to the two project areas identified. 2. Obtain existing land use planning documents from the City and County. 3. Coordinate with the City to assist in identifying the existing GIS database, mapping, and as-built records needed for the Port ofBremerton sewer collection system and sewer lagoon treatment plant. City of Bremerton Responsibilities: 1. Provide any planning documents previously completed for either of the study areas. 2. Provide complete GIS database of the City sewer system, identifying pipe lengths, diameters, inverts, topography, and manhole rim elevations. 3. Obtain necessary Port of Bremerton sewer collection system mapping and sewer lagoon treatment plant data, including GIS database, system maps, as-built records, discharge permit requirements (including flow and ability to expand), and current peak and average day flow rates. Assumptions: 1. GIS mapping provided by the City and the Port of Bremerton will be used as-supplied. No back checking or cross-referencing with as-builts will be completed. 2. GIS mapping available from the Port of Bremerton. If as-builts are provided, City of Bremerton will create the files in CAD/GIS, or additional budget will be needed. Work Products: 1. None. City of Bremerton 30f7 Phase 2 Sewer U GA Planning TASK 600 PLANNING SERVICES AND UGA REPORT Objectives: 1. Develop a sewer plan for each of the areas identified (Marine Drive, SKIA). Consultant Services: 1. Review information gathered under Task 500. 2. Determine existing and future population base and flow rates in the specified UGA's. Review the land use planning documents and determine a maximum population based on the existing land use allowed by the County. Determine the average and peak sewer usage rates, and apply a wet-weather peaking factor. 3. Create a Sewer Facility Planning Document. Develop a feasible sewer plan for each of the study areas (Marine Drive and SKIA). The plan will include plan view drawings for primary collection facilities such as force mains, gravity mains, low pressure mains; and identify where pump stations are needed. The flow direction will be indicated on conveyance pipelines with arrows. The plan will not indicate local collection sewers. 4. Sewer planning for the areas will include the following alternatives: a) Marine Drive will connect into the proposed pump station in Rocky Point, which will convey flows to the existing City of Bremerton OB-1 pump station. Conveyance piping to OB-1 and pump sizes will be addressed. No further study downstream of OB-1 will be completed. The existing City of Bremerton wastewater treatment plant has capacity for additional flows from the UGA areas and will not be reviewed. b) A phased approach will be used to address the SKIA sewer flows. The first phase will be to maximize flow to the existing Port of Bremerton Sewer Lagoons. Based on the data collected in Task 500, a maximum future flow to the lagoons will be developed. The second phase will address flows based on two options - construction of a pump station delivering flows to the City system, or construction of an MBR plant at the lagoon site. a. With Option 1, it is assumed that SKIA will connect to the City system through the Gorst UGA. Sewer planning for SKIA will include conveyance to the new City dual force mains along State Route 3 (SR-3) which are currently under construction. Pump station sizing within Gorst to connect to the SR-3 force main will be addressed. The existing City of Bremerton wastewater treatment plant has capacity for additional flows from the UGA areas and will not be reviewed. b. With Option 2, new piping would connect the SKIA area to a new MBR wastewater treatment plant. It is assumed the new MBR plant would be City of Bremerton 40f7 Phase 2 Sewer UGA Planning located at the existing Port of Bremerton lagoon site. No formal site study or subsurface investigation will be completed. Treated plant effluent would be conveyed to an existing infiltration basin at the existing lagoon WWTP or discharged to the golf course for irrigation use. The UGA report will include a conceptual review of requirements for the MBR plant and present a conceptual cost estimate for the anticipated facilities, but no preliminary or final plant facility sizing or design drawings will be completed. The UGA report will not meet Department of Ecology requirements for an Engineering Report. It is assumed that residual solids will be discharged to the existing W estside Wastewater Treatment Plant. 5. Opinion of Probable Cost. A planning level opinion of probably cost for each alternative will be included with the UGA Facility Planning Document. 6. Financial Planning. Included with the cost estimate will be a discussion on finance options for the City. The financial planning section will be similar to that provided on the Phase I work. City of Bremerton Responsibilities: 1. Meet with Consultant to discuss concepts for serving the identified areas. 2. Review and provide comments on draft sewer planning report. 3. Provide financial information to assist HDR in developing the financial planning section. Assumptions: 1. The UGA study will not address the ability of the existing City of Bremerton sewer system to accept additional capacity, except as described in the consultant services listed above. 2. The use of low-pressure grinder pumps that serve one to three properties may be incorporated as needed into the sewer plan. 3. Separate reports for each of the study areas will be prepared. 4. No wetlands will be reviewed and no wetland studies or reports will be created. 5. Kitsap County has developed mapping for the SKIA area, which is posted on their website. It is assumed the County has created a buildable lands map which will be used for the purpose ofthe sewer projection. 6. No preliminary or detailed design drawings and specifications will be created. No additional alternative pipeline alignments will be developed for each of the UGA's. No odor control or corrosion study will be completed. City of Bremerton 50f7 Phase 2 Sewer UGA Planning 7. No hydraulic modeling of the City sewer system will be created. Individual hydraulic models in each UGA may be used to assist with calculations and developing the pipeline routes and sizes, but no formalized model will be developed. 8. No permitting is required for this facility planning stage. 9. No rate studies will be included with the financial planning. If further studies or analyses beyond what was prepared during the Phase I work are needed, additional budget will be required. Work Products: 1. Draft Sewer Facility Planning document (5 paper copies, one electronic PDF copy via email) 2. Final Sewer Facility Planning document (5 paper copies, one electronic PDF copy via email) City of Bremerton 60f7 Phase 2 Sewer UGA Planning COMPENSATION Table I below summarizes the budget for the work associated with Phase 2.
