SUMMARY: Increased boating and personal watercraft usage on Kitsap Lake has created safety and
noise level issues having a negative impact on recreational users and adjacent residents. Revisions to
Chapter 13.08 would limit the size of vessels to 25 feet in length and require vessels to have an
underwater exhaust system. Boats participating in races and regattas authorized by the City are
exempt from the 25 foot size limitations, noise limitations and exhaust requirements. The proposed
ordinance incorporates by reference the provisions ofRCW 79A.60 governing vessel operation in
Washington and allows the Parks Director to approve applications for races and regattas subject to
meeting the requirements ofBMC Chapter 13.08 and the requirements of the Police, Fire Department,
and Risk Manager.
