SUMMARY: Sealed bids for construction of the project titled "Bremerton Sewer WWTP Wet
Weather Facilities Upgrade" were opened on February 19,2008. The engineer's estimate for this
project is $4,760,000. Five (5) bids were received for this project. Pease & Sons, Inc. was the lowest
responsive, responsible bidder with a bid of $3,507,485.00 (including sales tax). The award is based
on Preference One which includes the Base Bid and Additive Alternate Bid Items 1 and 2. This
Contract will not be awarded until the EP A has approved the lowest responsive, responsible bidder.

FISCAL IMPACTS (Include Budgeted Amount): Construction of this project is funded by a
combination of grants and low interest loans. The grant is an EPA STAG grant for $1,746,000. The
loans include two PWTF loans for $200,000 and $3,000,000, and a Department of Ecology SRF loan
for $1,000,000. The budgeted amount for this project identified in the 2008 Budget is $5,000,000.

RECOMMENDED MOTION: Move to award a contract in the amount of$3,507,485.00 (including
sales tax) with Pease & Sons, Inc.for construction of the project titled "Bremerton Sewer WWTP Wet
Weather Facilities Upgrade" and authorize the Mayor to finalize and execute the necessary contract
documents for construction, subject to EP A approval.
