SUMMARY: Approval of KPS 2008 Rates and Underwriting criteria and authorization of formal
execution of the 2008 contracts between the City and Kitsap Physicians Service (KPS) for employee
group health insurance coverage by the Mayor. The new rates,which were negotiated on our behalf
by our benefits consultants, Willis of Seattle, reflect a 9.90% rate increase above 2007 levels. It
should also be noted that the City's contribution towards dependents coverage in 2007 was 95% but
went down to 90% in 2008, while the employee's contribution for dependents coverage increased
from 5% in 2007 to 10% in 2008.
ATTACHMENTS: KPS 2008 Premium Rates & Underwriting Criteria.
FISCAL IMPACTS (Include Budgeted Amount): The 2008 Budget has adequate budgeted funds in
personnel benefits for this rate increase.

substantially the same terms and conditions as presented.
