SUMMARY: A request for proposal was circulated for a new, city-wide fueling contract. One bid
was received from MASCO Petroleum (Pacific Pride). This would be a 3 year contract with
extension options for another three years. The contract has a fixed margin price of '~7 cents per
gallon over OPIS weekly rack price for all fuels. OPIS stands for Oil Price Information Service. It is
requested the City of Bremerton accept the proposal issued by MASCO Petroleum of Aberdeen,
Washington and enter into the attached contract.
ATTACHMENTS: 1) City of Bremerton Bid tabulation sheet, 2) Copy of proposal document and
acceptance signature sheet (entire proposal available on request), and 3) contract with MASCO
FISCAL IMPACTS (Include Budgeted Amount): The old contract with MASCO, signed in 2001
had a margin of 6.84 cents/gallon and 6.78 cents per gallon for diesel and regular unleaded gasoline,
respectively. The new contract sets this margin at 7 cents per gallon for each fuel type. This contract
with MASCO is expected to represent approximately 90% of the annual ERR fuel budget of$537,000
for 2008.

RECOMMENDED MOTION: That the City Council authorize the Mayor to finalize and execute
a three-year contract with MASCO Petroleum of Aberdeen, W A for the purchase of regular
unleaded gasoline, B20 biodiesel, regular ultra-low sulfur diesel, and Mid-grade/Premiurn unleaded
gasoline, subject to final approval ofthe City Attorney.
