SUMMARY: The current animal control contract with the Kitsap Humane Society provides for
annual review of scope of services and compensation. The 2008 proposal includes an increase of the
annual compensation amount by 3% to a total contract price of $206,558. The increase is due to CPI
changes which will allow for the provision of a full scope of services to the City of Bremerton. An
additional change requires payment of specific impoundment costs above and beyond 30 days when
Court ordered.

FISCAL IMPACTS (Include Budgeted Amount): $206,558 which is fully provided for in the
adopted 2008 !Judget.

RECOMMENDED MOTION: Approve Amendment NO.4 to the agreement with the Humane
Society and authorize the Mayor to finalize and execute the agreement with substantially the same
terms and conditions as presented. .
