City Council Reg. Mtg. Minutes Wednesday, November 28,2007 Page 2 of 4 GENERAL BUSINESS 5A - RESOLUTION NO. 3041. APPROVING A LEAD HAZARD ABATEMENT PARTNERSHIP BETWEEN THE BREMERTON HOUSING AUTHORITY (BHA) AND KITSAP COUNTY CONSOLIDATED HOUSING AUTHORITY (KCCHA) (#AB07-276): Roqer Lubovich, City Attorney, explained that residential rental properties built before 1978 are required to be free of lead paint hazards in order to participate in the Housing Choice Voucher Program. The proposed resolution approves a lead hazard abatement partnership between BHA and KCCHA so that rental properties within the City of Bremerton can benefit from a grant received by KCCHA to provide free testing and repairs to correct lead hazards. Dave Finley, KCCHA Executive Director, explained that this program would benefit Bremerton as well as Kitsap County; and provided an overview of the program. Kurt Wiest, BHA Executive Director, believed that this partnership is an example of good government and will help improve the housing stock in the City. 05:44:14 Main motion was made and discussion continued... Cecil McConnell hoped that landlords would take care of the lead problem in their properties; and did not support public money being used to assist private property owners in these types of repairs. Mr. Finley stated that this program would apply to homes as well as rental properties. Mike Shepherd emphasized that removing the paint can be a costly process and if people can not afford to have the work done, that those property owners or landlords should be able to receive assistance. . Brad Gehrinq was pleased that this program would improve housing and would also help lower income families. Dianne Robinson offered her support; and asked if Kitsap Community Resources would be able to partner with the housing authorities. Mr. Finley responded that a partnership with KCR is a possibility. Carol Arends asked how landlords could qualify for the program. Mr. Finlev answered that the landlord would have to demonstrate that the renters were earning below a certain income level. Cecil McConnell asked for the average cost of removing lead paint. Mr. Finley stated that the average cost of removal ranges from $6,000 to $7,000. Will Maupin asked how much of this program will be directed to rental properties. Mr. Finley estimated about 20% of the funding would be directed towards rentals. Brad Gehrinq clarified that the while there may be mixed opinion on the administration of the program, Council must approve or disapprove of the actual partnership tonight. 05:57:41 M/S/C (Arends/Wofford) Move to pass Resolution No. 3041 approving a Lead Hazard Abatement partnership between the Bremerton Housing Authority and Kitsap County Consolidated Housing Authority. There were no comments from the public.. . 06:04:10 Main Motion was made and discussion continued... Adam Brockus offered his support; and was pleased that the rate increase would be minimal and tied to inflation. Nick Wofford asked if there are ways for seniors to reduce their utility bill. Phil Williams responded that approximately 220 customers currently receive a discount on their utility bill; in order to receive a discount, people must be 62 years of age, earn an income of $25,000 or less, and if disabled, the individual must provide documentation meeting federal guidelines. Cecil McConnell asked for equity on the income requirement whether for low income families or seniors; and hoped that the City would adopt the federal guidelines for consistency. 06:11:17 M/S/C/U (Brockus/Wofford) Move to pass Ordinance No. 5030 adopting new utility rates and General Facilities charges effective January 1, 2008, and amending Bremerton Municipal Code Chapter 15.06. 5C"':' ORDINANCE NO. 5031, AMENDING RATES AND FEES FOR 2008 AND CHAPTER 3.01 OF THE BREMERTON MUNICIPAL CODE (#AB07-278): Laura Lvon, Financial Services Director, stated that in conjunction with preparation of the 2008 Proposed Budget, the administration is recommending that certain fees and rates found in Chapter 3.01 Rate Tables be amended. In the process of the appeal these areas were no longer considered UGA's but are now considered as a part of the rural area of the County. To reestablish these areas as UGA's and be associated with Bremerton it is necessary to complete wastewater utility planning. The attached Agenda Bill and Professional Services Agreement proposes using HDR Engineers Inc. to perform the work of wastewater planning in these areas. City Council and staff held workshops on November 1st, 7 h, 8th, and 13th, to review and discuss the proposed budget. From these workshops the following changes were noted and subsequently incorporated into the final 2008 budget proposed for adoption: 1) The proposed levy lid lift revenues and related expenditures and transfers were removed to reflect the ballot measure failing in the November 2007 General Election. ' 2) The Parks Department recreation services budget in the General Fund was changed to redistribute $10,000 out of the proposed "new programs" in account 54910 (Miscellaneous) to account 51020 (Extra Help) $7,000 and 53110 (Supplies) $3,000. This lowered the amount for the proposed new program of the Harborside Park Event Series to $10,000 and provides $10,000 to the Evergreen Park Summer Lunch Program. 3) The City utilities budgets were modified to add $50,000 in funding for low-income credit assistance. The expenditure budgets were increased and ending fund balance decreased accordingly. The additional expenditure amounts were added to account number 54910 for the Water Utility ($10,750), the Wastewater Utility ($35,500), and the Stormwater Utility ($3,750). With the exception of the removal of the proposed levy lid lift revenues and expenditures, the remaining net adjustments result in a zero dollar effect on the 2008 budget totals. The following tables summarize these changes and reconcile the Preliminary Proposed 2008 Budget to the Final 2008 Budget Proposed for adoption on December 5,2007.
