SUMMARY: The Kitsap Countywide Planning Policies (CPP's) are a regional framework prepared
by local governments to coordinate jurisdictional growth planning as directed by the State Growth
Management Act. The CPP's were originally adopted and ratified by all Kitsap County local
governments in 1992. In March of this year amendments were brought forward for City Council
consideration, and at that time the Council could not support the ratification and passed Resolution
No. 3026 rejecting the changes. Following this action, the City of Port Orchard Council also rejected
the CPP amendments. With rejection by two municipalities it required that the amendments return to
the Kitsap Regional Coordinating Council (KRCC) for further discussion. The KRCC deliberated on
the changes and moved to remove the amendment that the cities of Bremerton and Port Orchard
disagreed with (specifically the amendment to Policy B4a). These revised amendments were
unanimously recommended by the KRCC Board on October 2, 2007 and adopted by the Kitsap Board
of County Commissioners by Ordinance No. 403-2007 on November 19,2007. City Council
ratification of the amendments is requested to be compliant with the procedures outlined in the CPP's.

on November 19, 2007.
