SUMMARY: Design services contract with HDR Engineering for $25,000 is being increased by
$7,500 to $32,500 in order to provide additional construction management services.

FISCAL IMPACTS: Construction of this project is funded by loans from the Washington State
Public Works Board (PWTF loan program) and utility rates. The loans are PWTF Loan #03-291-004
for $475,000 and PWTF Loan # 07-962-004 for $675,000. This project is included in the CIP and the
2007 budget. The 2007 budget for this project is $675,000; the anticipated 2007 costs are $550,000.

RECOMMENDED MOTION: -
Move to approve a contract modification with HDR Engineering for CW-I design services in the
amount of$7,500, increasing contract value from $25,000 to $32,500 and authorize the Mayor to
finalize and execute the necessary contract documents for this modification.
