SUMMARY: The Kitsap County Comprehensive Plan was appealed stating the Urban Growth Areas
(UGA) adjacent to Bremerton and to be associated with Bremerton had insufficient sewer planning.
In response to this appeal the City is proposing to contract with HDR Engineering Inc. to perform the
appropriate planning studies to have these areas designated as a UGA and associated with Bremerton.
ATTACHMENTS: 1) Council Summary, 2) Professional Services Agreement, and 3) Map
showing appealed UGA's
FISCAL IMPACTS (Include Budgeted Amount): The cost of these services is $101,900. Funds are
available in the 2007 Wastewater Capital Fund under Gorst Sewer Study ($20,000), 2007 Engineering
Wastewater Operations Professional Services ($30,000), and the 2008 Wastewater Capital Fund under
Gorst Sewer Predesign ($51,900).
