SCOPE OF WORK
Project Description, Roles & Deliverables
The CITY of Bremerton is anticipating a significant intensification in land use in its
downtown core. There are planning and analysis efforts underway that will help the city
formulate its strategies in guiding the anticipated changes in land use, densities,
demographics, circulation needs, and other aspects of growth.
As part of the integrated efforts to explore and evaluate opportullltles, constraints,
consequences, and mitigation alternatives, the CITY has recognized the need to examine
specific aspects of its street infrastructure to not only accommodate the planned growth
but also to facilitate and enhance the projects cuuently proposed.
This project intends to test, evaluate and quantify key aspects of the multi-modal
circulation strategy that is being derived in conjunction with the emerging urban design
Downtown Sub Area Plan. To accomplish this objective, the project scope is to develop
a traffic engineering technical analysis of the planned circulation strategy and resulting
multi-modal transportation network.
To satisfy this scope objective, the CONSULTANT, with the support of the CITY, will
research and coordinate with other sub-area planning endeavors to develop a traffic
engineering report that will:
· Produce a quantitative traffic flow analysis of the proposed multi-modal
circulation strategy

existing available data)
· Quantify traffic operational performances at key locations within the proposed
future multi-modal transportation network
· Develop specific facility improvement recommendations associated with the
proposed circulation strategy and resulting multi-modal transportation network
Assumptions:
· The CITY will set the future land use and density assumptions that will be
utilized in the Traffic / Transportation Circulation Analysis no later than at the
time of the project kick-off meeting
· The CITY staff and the CONSULTANT will work closely together to mutually
determine modal splits, trip generation and distribution patterns for the future
land uses, circulation strategy and resulting multi-modal transportation network
