SUMMARY: In its Franchise agreement with Comcast, the City ofBremerton is required to relocate
the BKAT studio from its current location in the Comcast Building (1225 Sylvan Way) to its
Administration Office (7266 Tibardis Rd). Additional capital funding was provided to the City from
Comcast to facilitate this relocation, In order to proceed and get this completed by the required move
date (April 15, 2008) architectural services and assistance in the construction process is required.
This Professional Services Agreement with Hecker Architects includes; mechanical, electrical and
structural engineering, preparing the construction documents, working with the project manager on
the bidding and negotiation and administering the construction contract.

FISCAL IMPACTS (Include Budgeted Amount): This contract amount is $36,200. Total cost to
remodeVexpand the studio is estimated at $200,000 which is funded by the $150,000 of additional
capital funding provided by Comcast per the terms of the new franchise agreement with the remainder
($50,000) coming from the BKAT Fund's ongoing revenue mix offranchise fees, production fees,
and PEG capital funding. This capital expenditure is included in the current 2007 budget as amended
and the proposed 2008 budget.
