SUMMARY: This modification to BMC Title 15.0~ and 15.06 will reduce the impact of the
surcharge on Bremerton's utility customers, give credit for properties that have disconnected their
downspouts, but can't separate their driveway drains because it is not equitable to do so, and simplify
how the surcharge is applied to residential and commercial properties.

FISCAL IMP ACTS (Include Budgeted Amount): This change will immediately affect 84 Utility
accounts by reducing their Improper Stormwater fee by 50%. Total loss of revenue of $3,818 per/yr.
This will be offset in 2008 when approximately 200 other properties are inspected and charged for
their improper stormwater connections. Estimated additional revenue $9,300 per/yr.
