SUMMARY: The original Synergy Construction contract dated December 1, 2005 includes within
the Recital/Scope of Work, development of Memorial Plaza west of Pacific Avenue, between Burwell
and First Street. This Resolution will increase the contract amount to Synergy Construction in the
amount of $2,350,000 for the Memorial Plaza Contractor/Project Manager work.

FISCAL IMPACTS (Include Budgeted Amount): Funding for the Harborside Memorial Plaza and
Commons has been appropriated through the 2007 . Washington State Legislature and CTED. The
total project budget is $5.5 million with $5 million coming from the CTED grant and $500,000 from
City REET funds. Of this total project budget - the Synergy contract represents only a portion ofthe
planned expenditures. A budget amendment creating a new fund for the Harborside Plaza and
Commons Capital Improvement Project and authorizing expenditures of$ $750,000 in 2007 is
required in addition to the approval of this contract adjustment.

RECOMMENDED MOTION: Move to approve the ResolutIOn to increase the contract amount for
Synergy Construction for Harborside Fountain Park, Museum, Fountain Room and Memorial Plaza in
the amount of $2,350,000.0
Further approve a 2007 budget amendment to include the cost for Memorial Plaza
and hereby create a new capital improvement fund for Harborside Plaza and Commons and authorize
expenditures of$750,000 in 2007.
