SUMMARY: The City has just determined that approximately 360 feet of stormwater main located west of,
Wheaton Way between Hanford and Broad Streets is experiencing severe corrosion putting the utility at risk of
total pipe failure. Total failure of this stormwater main will affect public health and safety. Immediate action
is necessary to repair or replace the main and related utilities. There is 360 feet of aging sewer line
immediately adjacent to the stormwater main that needs to be replaced at the same time the stormwater main is
replaced. RCW 39.04.280(1)(c) and BMC 2.76.600(a)(3) authorize a City to ~~~~~~mpetitive bidding
requirements in the event of an emergency affecting public health and safety. ~ H has been issued a permit
to develop property on Broad Street. The proposed resolution authorizes the City to waive normal purchasing
procedures to have the contractor doing the work for M&lWH replace 360 feet of stormwater and sewer mains.
