A JOINT RESOLUTION Among the City of Bremerton,
Central Kitsap Fire & Rescue, and South Kitsap Fire & Rescue to
Create a Regional Fire Authority Planning Committee pursuant to
RCW 52.26.
The parties entering into this joint resolution through their respective governing
bodies are the City of Bremerton, a municipal corporation of the State of Washington, hereafter
called the "CITY", and Central Kitsap Fire & Rescue and South Kitsap Fire & Rescue, each a
separate municipal corporations, hereafter jointly called the "DISTRICTS" and individually
referred to as "DISTRICT".
WHEREAS, the CITY and DISTRICTS have shared fire protection and
emergency medical responses through variouss contractual agreements for many years; and
WHEREAS, all parties wish to continue this cooperative and efficient use of their
combined resources, and
WHEREAS, the CITY and DISTRICTS have contracted with Emergency
Services Consulting, Inc to determine the feasibility of the CITY and DISTRICTS either
merging, consolidating, or forming a Regional Fire Authority; and
WHEREAS, the governing bodies, the Fire Chiefs, and the labor organizations of
the CITY and DISTRICTS have determined it is in the their best interest to establish a Regional
Planning Committee,
NOW THERFORE, IT IS JOINTLY RESOLVED BY THE CITY AND
DISTRICTS, THROUGH THEIR RESPECTNE GOVERNING BODIES, AS FOLLOWS:
SECTION 1. Authoritv. The parties hereby enter into this resolution
pursuant to the authority vested in them under applicable Washington law, including, but not
limited to RCW 35A 11.040, RCW 39.34, RCW 52.12.030 and RCW 52.26;
SECTION 2. Purpose. The purpose of this resolution is to form a Regional Fire
Authority Planning Committee as authorized under RCW 52.26.030;
SECTION 3. Planning Committee. The governing body of the CITY and each
DISTRICT -shall appoint three elected officials to the Regional Fire Authority Planning
Committee ("Planning Committee") as described in RCW 52.26.030;

SECTION 4. Duration. The Planning Committee may dissolve itself at any time
by a majority vote of its total membership. The CITY or either DISTRICT may withdraw from
the Planning Committee upon thirty calendar days written notice to the other jurisdictions per
RCW 52.26.030;
SECTION 5. Entitv Status. This resolution shall not create a corporation,
partnership, limited liability company, or any other separate legal or administrative entity, but
rather shall serve only to establish a Joint Planning Committee pursuant to RCW 52.26.030.
SECTION 6. Execution in Counterparts / Effectiveness. This resolution may
be simultaneously executed in several counterparts, each of which shall be an original and all of
which shall constitute but one and the same instrument. This resolution shall become effective
when the CITY and both DISTRICTS have entered into it.
SECTION 7. Severabilitv. If anyone or more sections, subsections, or
sentences of this Resolution are held to be unconstitutional or invalid, such decision shall not
affect the validity of the remaining portion of this Resolution and the same shall remain in full
force and effect.
