SUMMARY: Sealed bids for construction of the project titled "Sewage Pump Station CW-1
Upgrade" were opened on August 14,2007. The engineer's estimate for construction of the project is
$1,373,000. Three bids were received for this project. Stan Palmer Construction was the lowest
responsive, responsible bidder with a bid of $1,448,724 (including sales tax). The City is exercising
its right to delete Bid Item #1 (Temporary Bypass Pumping for $165,000) from the contract. The
revised contract amount is $1,269,534 (including sales tax).

FISCAL IMPACTS: Construction of this project is funded by loans from the Washington State
Public Works Board (PWTF loan program) and utility rates. The loans are PWTF Loan #03-291-004
for $475,000 and PWTF Loan # 07-962-004 for $675,000. This project is included in the CIP and the
2007 budget. The 2007 budget for this project is $675,000; the anticipated 2007 costs are $550,000.
