PUBLIC HEARING
6A - ORDINANCE NO. 5020 AMENDING SECTION 17.60 OF THE BREMERTON MUNICIPAL
CODE CBMC) TITLED "FLOODPLAIN MANAGEMENT" C#AB07-189): Nicole Ward, Department of
Community Development, explained that the action before the City Council is to conduct a public
hearing and adopt Ordinance No. 5020 amending BMC Section 17.60 "Floodplain Management"
making it compliant with the requirements set by Federal Emergency Management Agency and the
State Department of Ecology. The proposed amendments have been reviewed by the Floodplain
Management Specialist at the Department of Ecology and if adopted will bring the City of Bremerton
into compliance with the State regulations. It was further pointed out that the addition of the three
words "in the f1oodplain"was added to the first sentence of Sub-Section 17.60.325 on page 5.
Helen Miller asked if City of Bremerton employees have the authority to determine if a property is
within a floodplain because she was aware of a situation where a neighbor was subjected to what
was viewed as an arbitrary decision by a Public VVorks employee. Mr. Shepherd suggested that this
might have been an isolated incident, and offered to contact the Community Development
Department to look into the issue further, and perhaps coordinate a meeting with the property owners
and City staff if necessary.
06: 11 :00 M/S/C/U (Brockus/VVofford) Move to pass Ordinance No. 5020 to amend BMC Section
17.60 "Floodplain Management", as amended.
GENERAL BUSINESS
7 A - RESOLUTION NO. 3032. AUTHORIZING THE PLACEMENT OF THE QUESTION ON THE
NOVEMBER 6. 2007 BALLOT REGARDING AN INCREASE IN THE CITY'S REGULAR
PROPERTY TAX LEVY TO FUND SPECIFIED CITY PROGRAMS ("NEIGHBORHOODS NOW!
REVITALlZA TION INITlA TlVE") C#AB07-190): Mavor Bozeman reminded the Council that he was
not asking the Council to approve a tax increase for our citizens, but was instead asking the Council
to approve the placement of this Initiative on the ballot to let the citizens decide. He then provided a
Power Point presentation to provide details on why this Initiative was needed, and if approved, what it
would provide to improve a deteriorating street system and improve maintenance to "old and
decaying" neighborhood parks.
Laura Lvon, Financial Services Director, also provided a Power Point presentation to show the
financial aspect of the plan and to explain that the next phase of revitalization for the City extends the
renewal out to City neighborhoods. This next six-year plan requires additional funds to adequately
provide for the operations and maintenance of the City's existing and future park and recreation
facilities, provide additional code enforcement efforts in City neighborhoods, improve and construct
sidewalks, and renovate, improve, and develop identified neighborhood parks.
In order to provide funding for these proposed programs and activities - a proposition is
recommended to be taken to the voters of the City of Bremerton in the upcoming general election on

November 6, 2007 - requesting approval a temporary (6-year) regular property tax levy rate lift to
$2.12 per thousand dollars of assessed valuation for collection in 2008 and increase the levy each
year thereafter as allowed by RCVV 84.55 for each of the five succeeding years. This levy rate is
estimated to be $0.1889 per thousand dollars of assessed value higher than would otherwise be
imposed under the limitations established by RCVV 84.55.010. RCVV 84.55.050 authorizes the voters
of a city to permit the levy of taxes in excess of the levy limitations established in RCVV 84.55.010.
The Kitsap County Auditor requires a resolution approved by the City Council authorizing the
placement of the question on the November 6, 2007 general election to be submitted no later than
August 14, 2007. This resolution authorizes the placement of the question on the ballot and adopts a
plan for use of the funds if the levy lift should be approved by the voters.
Wyn Birkenthal, Parks & Recreation Director continued the presentation to address how the plan
would assist in providing Park Operations and Maintenance Improvements.
Andrea Spencer, Community Development Director discussed the Community Improvement
Program component of this plan that would emphasize a proactive rather than enforcement
approach.
Ms. Lyon, speaking on behalf of Phil VVilliams, Director of Public VVorks, addressed the inclusion of a
plan to create new neighborhood sidewalks if this Initiative is approved.
Mr. Lubovich highlighted the amendments that were recently made to the Resolution, and pointed
out that copies of the amended resolution were available in the back of the room.
Vice-President Gehrina established that the question before the Council was whether or not this
issue should be placed on the ballot, and then opened the public hearing to comments...
William North, a member of the Parks Commission, stated that at their last meeting, the Commission
resolved to favorably support the placement of this levy plan on the ballot.
Jennifer Balliet with the Manette Neighborhood Coalition first asked if the area at 1 yth & Ironsides
would be eliminated from the plan if it was found to not be structurally sound; and pointed out that
there was a large grassroots effort in support of keeping this property a park. A number of attendees
in the audience stood up in agreement. Ms. Lyon explained that a structural review has not yet been
done therefore language was added to protect the City if structural damage was ultimately found.
Dave Hedaer encouraged the Council to place this issue on the ballot to see if "Bremerton" is
interested in investing in Bremerton.
Sylvia Klatman, Executive Director of the Bremerton Area Chamber of Commerce (BACC)
established that the BACC Board of Directors has voted to endorse this proposal and encourage the
Council to place this levy on the ballot to provide citizens an opportunity to show their support.
Roy Runyon stated that he liked the plan, agreed that the proposed projects were important, and
complimented Mayor Bozeman on the presentation, however he reminded the Council that there are
currently other priorities in the City, specifically the deteriorating City streets. He regrets that a Levy
Lid Lift to improve City Streets was not brought forward.
Paul Drnievic was not interested in having his taxes increased, but agreed that a sign of a "good
City" is its parks. He also believed this Initiative would help keep children better occupied and
therefore asked that the Council place this item on the ballot.
Arnie Hobbs admitted that he had a few concerns about some details, primarily funding beyond the
6-year time-frame, but he is in favor of placing this item on the ballot to generate dialogue.
City Council Reg. Mtg. Minutes
VVednesday, August 1, 2007
John Strauss could see no harm in placing this item on the ballot so voters could decide.
Colleen Smidt, PTA President at Naval Avenue Elementary, stressed the importance for children to
have a safe, well maintained place to play and therefore asked that this issue be placed on the ballot.
Patricia Eder spoke of the 36-year history and importance of the property at 1 yth & lronsides
remaining as a park for the neighborhood, and appreciated that the property was included in the plan.
Gene Hart stated that the citizens want a chance to vote, but feels the City "went the wrong way" and
chose the wrong issue.
Vice-President Gehrina thanked everyone for their comments; then closed the hearing to the public;
and opened the hearing for comments from the Council...
07:03:25 M (Brockus/Wofford) Main Motion, as amended was made by Brockus and seconded by
Wofford as discussion by the Council continued...
Mr. Shepherd provided his observations and comments; adding that he has encouraged the
Administration for about 6-years to "evaluate park-use and costs" to reduce some wasted park
resources and has been assured that this has now happened.
Mrs. Arends expressed her concern about some details that were not provided when this issue was
first presented to the Council and also is concerned that any information that is give to the public is
accurate. She asked a question specifically about the use of utility-owned land, and if used [for the
proposed project at Anderson Cove], would the Parks Department have to reimburse Public VVorks.
Mr. Birkenthal clarified that no utility land is involved in the plans at Anderson Cove; and also
addressed funding and prioritization issues.
Mr. McConnell was disappointed that Phase I did not include plans for a park in District 2, but
proposed a site on the west side of the City's VVater Department on Olympus Drive. Mayor
Bozeman hoped that citizens would look at the whole City, but also hoped that once the current
parks were maintained to an improved level that the City could look around at adding more parks
where they are lacking.
Mr. Wofford was concerned that citizens were still confused about the details of the levy, and asked
for further information about how assessed amounts are determined. Ms. Lyon responded that the
assessed value process is done by the County Assessors Office on a 6-year cycle, and offered
further explanation on how the calculations are used for assessing property tax increases. She
admitted that property tax laws in VVashington are very complicated but described how the complex
levy system worked.
Mr. Brockus asked and received input to his questions regarding the length of time to get a structural
report of the reservoir at 1 yth & lronsides [the consultant was directed to begin the process as soon as
possible]; possible expansion of the flower basket program [not included in the levy]; and would the
levy focus more on fixing or adding sidewalks [both].
Mayor Bozeman added that due to the interest in this particular piece of property [1 yth & lronsides],
the Administration has made a decision to not recommend this property be used for anything but park
usage, and if a structural problem is determined, they would just figure out a way to solve it.
Vice-President Gehrina recessed the Council Meeting at 7:28 PM and reconvened at 7:38 PM...
Mrs. Arends proposed an amendment to supersede the pending Main Motion proposed earlier to
continue the discussion and postpone action on this issue until the Council Meeting next week...

Proposition No.
DRAFT
Property Tax Limit Increase
.
"
Official Ballot Title
The City Council of the City of Bremerton approved Resolution No. concerning an
increase in the City's regular property tax levy to fund specified City programs. This
proposition provides funding for maintenance and operations of parks facilities;
additional code enforcement in City neighborhoods; improving and constructing
sidewalks; and renovation, improvement and development of neighborhood parks. This
proposition authorizes the City to increase its regular property tax levy for collection in
2008 to $2.12 per thousand dollars of assessed value and increase the levy each year
thereafter as allowed by RCW 84.55 for each of the five succeeding years to fund these
programs. Should this proposition be approved?
Explanatory Statement (Prepared by the Attorney for the City of Bremerton as
prescribed by law)
The City Council ofthe City of Bremerton approved Resolution No. adopting a
six-year neighborhood revitalization plan and providing for the submission to the
qualified electors of the City a proposition authorizing an increase in the regular property
tax levy to fund specified City programs in this plan. This proposition, if approved,
would provide funding for maintenance and operations of current and future parks and
recreation facilities of the City; provide additional code enforcement efforts in City
neighborhoods; improve and construct sidewalks and renovate, improve, and develop
neighborhood parks. To fund these programs this proposition authorizes the City to
increase its regular property tax levy for collection in 2008 from the estimated levy rate
as limited by RCW 84.55.010 of $1.9311 to $2.12 per thousand dollars of assessed value
and increase the levy each year thereafter as allowed by RCW 84.55 for each of the five
succeeding years. This proposed levy rate is estimated to be $0.1889 per thousand
dollars of assessed value higher than would otherwise be imposed under the limitations
established by RCW 84.55.010 providing an estimated additional annual sum of
$565,000 for a period of six years to fund these programs.
Discussion of Proposition
Need for additional funding.
The City of Bremerton is nearing the end of an aggressive five- year plan to revitalize
downtown Bremerton. That effort has been successful in stimulating a reshaping of the
downtown core and attracting private investment. A new six-year plan is now proposed
that builds on this success and extends it to all Bremerton Neighborhoods-
"Neighborhoods Now!" plan. The goal is to create and maintain safe, healthy, and active
neighborhoods within the City.
After 20 years of economic stagnation, Bremerton's downtown is coming back and City
parks are filled with families. It began with the City's five-year Downtown
Revitalization Plan and was made possible by effective partnerships forged with citizens,
the business community, and other local government entities and legislative leaders. At
this time, the projects outlined in that plan are either completed or well underway.
Bremerton currently has nearly 4,000 residential lots or condominiums in various stages
of development and several mixed-use or new commercial developments have been
announced. This burgeoning population will need and expect the same range of public
services already enjoyed by current citizens of Bremerton (i.e. police, fire and emergency
medical services, etc.). While growth eventually provides additional revenues to the
City, those revenues lag behind the required additional expenditures necessary to provide
those services. Currently, projected revenue growth is sufficient to cover inflationary
cost increases as they occur and allows for some limited additions in service levels. For
example, in the 2007 annual budget five police staff positions were added. This was
possible due to anticipated on-going revenue growth. Although improving economic
activity in Bremerton has resulted in a recent growth in revenues to fund City services,
the growth in "on-going" revenues (as opposed to one time events) are essentially just
keeping pace with cost increases required to maintain the status quo as well as the
additions necessary to serve the anticipated growing population. In addition, the City's
park system continues to grow; and is scheduled to grow even more with the successful
efforts of the City to obtain grant funding to assist in the expansion of Evergreen Park,
development of the upper portion of Harborside Park, and the Blueberry Park
improvement project. These projects along with the proposed upgrades to neighborhood
parks when combined with the current demands of existing City parks will require
additional staffing and supplies in excess of what is currently funded.
The City of Bremerton has been able to utilize the positive financial results ofthe past
two years (2005 and 2006) to restore the City back to a solid financial condition
(restoring financial reserves to minimum levels and paying down debt obligations) after
several years of negative financial results. The current financial projections indicate that
the City should be able to "tread water" financially despite rising inflation affects and the
impacts of a fast growing City. However, new initiatives such as the Neighborhoods
Now! Plan will require additional funding beyond current sources and projected revenue
growth. With the help and support of Bremerton citizens, the City can get the job done
and extend the City's revitalization success in downtown Bremerton and bring it home to
our neighborhoods.
How will the funds be spent?
If funding is approved, the following projects and expenditures would begin in 2008 and
would occur annually through the six year period concluding in 2013.
. Maintenance and Operations of Current and Future Parks and Recreation Facilities.
(estimated average annual cost of $210,000) Fund two additional skilled parks
maintenance positions plus additional temporary seasonal labor, purchase of two light
service trucks, and related supporting supplies and materials expense.
. Increase Code Enforcement Efforts in ON Neirzhborhoods. (estimated average
annual cost of $1 05,000) Fund the addition of one Code Enforcement Officer and
supporting expenses including acquisition of a vehicle for the use ofthis new
enforcement position.
. Improve and Construct Sidewalks. (estimated annual cost of $50,000) Upgrades and
construction of sidewalks in Bremerton neighborhoods as described in Exhibit A to
this Resolution.
. Renovate. Improve. and Develop Neirzhborhood Parks. (estimated annual cost of
$400,000) Develop, renovate and improve neighborhood parks as described in
Exhibit A to this Resolution. $200,000 estimated to be provided by the proposed
levy lid lift if voter approved with a City match of $200,000 from Real Estate Excise
Tax revenues providing a total of $400,000 investment per year in neighborhood
parks anticipated. The following projects are planned:

What will it cost?
The City of Bremerton is asking for an estimated additional $3,390,000 over the next six
years. The City of Bremerton's current regular levy rate for collections in 2007 is
$2.103159 per $1,000 of assessed valuation. Utilizing estimates of assessed valuation
increases for the City of Bremerton provided by the Kitsap County Assessor's Office, it
is estimated that the City of Bremerton' s regular property tax levy rate would be $1.9311
per $1,000 of assessed valuation for collections in 2008 as subject to the limitations
established by RCW 84.55.010. If approved the new levy rate for 2008 will be $2.12 per
$1,000 of assessed valuation. This new rate will cost the owner of a median valued
home in Bremerton ($190,765 per the Kitsap County Assessor) approximately $3.00 per
month more than the estimated rate for 2008.

NEIGHBORHOOD REVITALIZATION INITIATIVE
A six year plan to invest $40 million in Bremerton's neighborhoods
'mi
f'> ',,~~ ':;-;:\5:" ~
FUNDING PLAN
For Phase I
. Propose to seek voter approval for a Levy Lift increasing the levy rate by an additional
$0.1889 per $1 ,000 of Assessed Valuation. This would impact an average residential
property owner in Bremerton with an additional cost per year of $36.00 (based on
assessor's most recent median home valuation of $190,765 in Bremerton). Using the
Assessor's office current estimates of total assessed valuation in Bremerton for collection in
2008; this provides the City approximately $565,000 in the first year and would then
increase each year thereafter as allowed by RCW 84.55 (1 % increase limit) through the
remaining five years of the levy lid lift.
. Federal & State grants will be pursued. The nature of the programs makes them eligible
for a variety of potential funding assistance. The City of Bremerton has been very
successful in seeking and obtaining grant funding for revitalization programs. However, for
purposes of financial planning there is currently not enough information available to
determine how much funding the City can reasonably expect to receive for these programs.
. The City Administration is proposing that REET Funds ih the amount of $200,000 per year
for the five years of the plan be earmarked to "match" the portion of the levy lift that will
fund Neighborhood Revitalization Capital Projects. This leverages the property tax
increase dollars to provide significant improvements to neighborhood parks, playgrounds,
and sidewalks.
J
Combined, this provides an average estimate of $765,000 per year for the six years of the initiative
-'or $4,590,000 total for the six year program.
For Phase II
. It is proposed that the City Council enact a Transportation Benefit District in accordance
with the recently passed legislation - HB 1856 and impose a surcharge-on Motor Vehicle
Excise Tax, levied on vehicles in the City. A full scale public outreach program is proposed
to ensure community support for this action. Proposed car tab fee would be $20/per
vehicle and is estimated to provide approximately $800,000 per year in revenues for the
City of Bremerton's local street improvement program.
. The City Administration is proposing that REET Funding be earmarked for the Street Fund
in the amount of $300,000/year for the five years of the plan.
. It is also proposed that the General Fund support of the Street Fund be held steady at the
current adopted 2007 budget level (at a minimum) for the duration of the Neighborhood
Revitalization Plan - which would be $600,000/year.
. Fuel Tax revenues that are currently supporting the Street Fund are expected to remain at
least at the current level of $630,000/year.
. Parking Tax revenues that currently support the Street Fund are expected to remain at
least at the current level of $300,000/year.
Combined, this provides a total of $2,630,000/year of local street and sidewalk funding to cover
Phase II projects - or $15,780,000 total for the six year program.

FUNDING PLAN (continued)
For Phase III
The boardwalk design and construction budget (Governmental Portion - excluding the Wastewater Utility
portion) is currently estimated to be roughly $12,745,000 from 2008 through 2010.
In addition, the previously prepared initial estimate for the Port Washington Trail (bridge to bridge trail)
was $6.5 million. The scope will likely be different today than the scope that this estimate was based
upon - due to the subsequent plans related to the Evergreen Park expansion and the Boardwalk Project.
For now, though, this estimate is likely in the right ballpark on what would be needed.
Funding for Phase III will come from a combination of significant Federal and State Grant Funding, City
REET, Public Donations, and probable additional City contributions from the General Fund.
Combined, this provides a total investment of $19,245,000 in the six year period for Phase III
projects.

PUBLIC COMMENT TO THE BREMERTON CITY COUNCIL 1 AUGUST, 2007
by George Miller, PO Box 788, Bremerton .
TO THE DEDICATED PUBLIC SERVANTS OF THE BREMERTON CITY COUNCIL:
ST ATE, COUNTY AND CITY ARE COMING AFTER OUR MONEY. THEY HAVE A LARGE
VOCABULARY FOR THE PROCESS OF SEPARATING US FROM FINANCIAL SECURITY-
BUT IT ALL BOILS DOWN TO TAXES AND FEES.
SOME OF THESE BUREAUCRACIES HAVE MISMANAGED THEIR RESOURCES - AND
THEY'RE NOW IN A FINANCIAL BIND - AND GUESS WHO'S GOING TO BAIL THEM OUT?
US OF COURSE. THE TAX PAYER.
FOR EXAMPLE - YOUR CITY COUNCIL'S AGENDA BILL -190, SEEKS APPROVAL TO
PLACE A PROPOSITION ON THE NOV 6, 2007 BALLOT ASKING BREMERTON VOTERS TO
APPROVE A PROPERTY TAX INCREASE WHICH IS IN EXCESS OF STATUTORY LIMITS
IMPOSED BY RCW 84.55.010. RUMOR HAS IT THAT THE COUNTY IS PREPARING A
SIMILAR END RUN.
I GOTTA WONDER HOW MANY POLITICIANS AND LIBERAL THINKERS THERE ARE IN
THIS COMMUNITY - WANTING TO SPEND OUR MONEY FOR THEIR PET PROJECTS -
COMP ARED TO HOW MANY TAX PAYING PROPERTY OWNERS THERE ARE. CONSIDER
THAT CLOSE TO 50% OF THE PEOPLE IN OUR COUNTRY DON'T PAY ANY INCOME TAX,
AND LESS THAN 40% PAY PROPERTY TAXES; BUT THEY ALL GET TO VOTE ON HOW
THE REST OF US ARE TAXED. THEY ALSO GET TO VOTE ON COMPLEX THINGS LIKE
NUCLEAR ENERGY, WMD PROLIFERATION, ABORTION AND MEDICAL RESEARCH TOO.
THIS YEAR IS SHAPING UP LOCALLY TO BE A BANNER YEAR FOR TAX AND FEE
INCREASES. PAST LIMITS AND REDUCTIONS ARE BEING SWEPT AWAY; AND EVEN
STATUTORY LIMITS WON THROUGH INITIATIVE ACTIONS ARE BEING TRAMPLED BY
THOSE POLITICOS EVER HUNGRY FOR MORE MONEY.
IF THE ,FOLKS WHO PUT OUT THE VOTER INFORMATION P AMPHLETS WANTED TO BE
FAIR TO US VOTER TAX P AYERS OF THIS CITY / COUNTY THEY WOULD INFORM US OF
THE TOTAL TAX AND FEE INCREASES THAT WE WILL BE FACING IN THE COMING
YEAR. SUCH AS:
VEHICLE LICENSE TAGS ARE GOING UP $20.00 PER VEHICLE - AND THE BOSSES IN
OLYMPIA HAVE DECREED THAT THE INCREASE WILL REMAIN IN PLACE UNTIL THE
ACTION IS REPEALED. THE VOTER INITIA TlVE THAT GAVE US $30.00 CAR TAGS HAS
BEEN SIDE SWIPED IN OLYMPIA - MY 30 DOLLAR TAGS ARE NOW 51 DOLLARS- SET TO
GO UP TO 71 DOLLARS... AH YES - THE WILL OF THE PEOPLE IS HAS BEEN RECOGNIZED
- AND TURNED INTO A ROADSIDE CASUALTY BY THE POLITICIANS.
8/1/2007
Page 2 of2
SALES TAX: KITSAP ALREADY HAS ONE OF THE HIGHEST RATES IN THE STATE. BUT
YOU HAVE TO WONDER WHEN THIS TAX WILL ALSO BE INCREASED.
SCHOOLS ARE ONCE AGAIN WANTING UNRESTRICTED ACCESS TO OUR WALLETS -
THEIR CURRENT DREAM IS TO DO AWAY WITH THE "SUPER MAJORITY" - AND LET
SIMPLE MAJORITY VOTE CARRY THEIR DAY FOR INCREASING OUR TAX BURDEN;
WITHOUT BOTHERING TO SHOW US THAT THEY ARE EARNING THE FUNDS PRESENTLY
RECEIVED - SUCH AS BY PRODUCING SUPERIOR GRADES, DECREASING DROPOUT
NUMBERS, CREATING BETTER TEACHER TO ADMINISTRATOR RATIOS, ETC. I HAVEN'T
LOOKED IT UP YET, BUT I WOULD GUESS IF THEIR PITCH FAILS IN NOVEMBER, WE'LL
BE HAVING ANOTHER 'EMERGENCY' SCHOOL LEVY BY JANUARY, AND AGAIN IN
MARCH ..... AND THE KIDS WILL BE COMING HOME, WELL REHEARSED BY THE
TEACHERS, ALL TEARS AND WHIMPERS ABOUT ALL THE BAD THINGS THAT WILL
HAPPEN IF MOMMY AND DADDY DON'T COUGH UP THE BUCKS. WONDER WHAT PART
OF "GIVE US RESULTS BEFORE WE GIVE YOU MORE MONEY" IS SO DIFFICULT FOR
TENURED EDUCATORS TO UNDERSTAND?
THE PORT COMMISSION RECENTLY HEAPED TAXES ON US TO PAY FOR
"IMPROVEMENTS" BENEFITTING ONLY A SELECTED SEGMENT OF OUR SOCIETY. THE
PUBLIC HAD NO SAY - UNTIL THE COMMISSIONERS COME UP FOR ELECTION - AND
THEY'RE HOPING THAT OUR MEMORY IS SHORT.
PROPERTY TAXES ARE GOING UP: THE ASSESSORS APPARENTLY AREN'T EVEN
BOTHERING TO DRIVE BY OUR PROPERTY TO RE ESTABLISH WHAT THEY LAUGHINGLY
CALL THE FAIR MARKET VALUE - THEY DO THIS PRECISE DETERMINATION WORKING
FROM THEIR DESKS. THEY MAY TAKE THE SALE PRICE OF A SINGLE PROPERTY IN
YOUR NEIGHBORHOOD (BOUGHT BY SOME LESS THAN GENIUS WHO IS WILLING TO
PAY RIDICULOUS PRICES IN YOUR NEIGHBORHOOD TO REDUCE HIS / HER CAPITAL
GAINS TAX ON THE PROFIT HE / SHE MADE SELLING THEIR SEATTLE / BELLEVUE, OR
CALIFORNIA PROPERTY) . AND THEN THROUGH THE MIRACLE OF HIGHER
MATHEMATICS THEY DETERMINE THE VALUE OF OUR PLACE - PARTLY ON THE BASIS
OF HOW GREAT A VIEW OUR PROPERTY HAS. SUCH OPINIONS OF VALUE ARE THEN THE
BASIS FOR OUR NEW TAXES. THAT LITTLE COTTAGE OUR NEIGHBOR HAS
COMFORT ABL Y LIVED IN THE PAST THIRTY YEARS IS NOW SEEN BY THE IMAGINATIVE
ASSESSOR AS A WONDERFUL SITE FOR A MULTI F AMIL Y LUXURY APARTMENT
COMPLEX - (THAT'S KNOWN IN THE TRADE AS ESTABLISHING THE HIGHEST AND BEST
USE) AND HE IS ABOUT TO BE TAXED ON THAT DREAM VALUATION. FOR THIS
"ENLIGHTENED PUBLIC SERVICE" BY THE ASSESSOR'S OFFICE - WE PAY $2 MILLION A
YEAR.
ISN'T IT TIME THAT OUR POLITICIANS AND REPRESENTATIVES STARTED TO RESPECT
THE LIMITS OF THE TAX PAYERS? AS SMALL BUSINESS IS DRIVEN OUT OF TOWN BY
CRIPPLING TAX LOADS - THAT "DEFICIT" IS SHIFTED TO THE SHOULDERS OF THE
CITIZEN PROPERTY OWNER / TAX PAYER POLITICIANS COULD EXERCISE A LITTLE
FISCAL RESPONSIBILITY AND RESTRAINT - TO CAP OUR TAX LOADS AT A LEVEL THAT
WILL NOT FORCE OUR YOUNG PEOPLE TO TAKE EMPLOYMENT OUT OF STATE; AND
FORCE OUR SENIOR CITIZENS OUT OF THEIR HOMES? YOUR PARENTS - WHO BUILT
THIS COMMUNITY DESERVE A BETTER FATE THAN THAT.

Subject: Manette View Park
Dear City Council Members;
As a resident of Manette and an employee of the City of Bremerton I constantly hear from
my neighbors and citizens throughout the city about the lack of neighborhood parks. We
are not all interested in getting in a vehicle to bring our children & grandchildren to a
park. Learning how to ride a bike, play basketball, sit and talk with your neighbors in a
commonly owned park bench should be available within a 10 minute walk of one's home. The
site at 17th & Ironsides has outstanding views and has the potential to be a great common
area for such activities. We also have many civic minded residents who are willing to
volunteer our labor and fund raising skills to help this site meet its potential. There
is also much to be said for having pockets of open space in the city. It seems the focus
is on using public funds to enhance parks adjacent to properties that benefit future
residents and developers. Please consider helping all the true neighborhood parks such as
17th/ Ironsides, Kiwanas Park, Battaan Park, etc become the neighborhood parks they could
be. I am disinclined to support an increase in taxes if true neighborhood parks are not
included. Thank you for your consideration

Subject: Park Levy
Mr. Adam Brockus,
I posted the below response to your blog entry at the Kitsap Sun concerning the proposed park levy
vote. In 5 years alone my property taxes have gone up $700. In other words I am paying $700 more a
year now than I was 5 years ago with no end in sight to increases. That is with the 1 % increase lid, I
hate to think what will happen if that goes away. Everyone wants to get their share but no one seems to
care about the big picture, how much the property owner is already paying overall. I did not buy my
house as an investment to sell (which would be real hard now anyway, with all the houses for sale in
East Bremerton), I purchased my house to retire in.
The Mayor seems to only care about his two block downtown area, they have their free wi-fi and nice
new park and soon a boardwalk. Has he even been to East Bremerton lately? Right now I feel East
Bremerton should be annexed to the County.
Honestly, I do feel that a park levy should affect everyone in the county and be used to maintain all the
parks, do not just single out the people who live in Bremerton to maintain the Bremerton parks only.
Sorry I a bit off subject of the proposed park levy, please remember, yearly retirement pay increases in
no way keep up with yearly property tax increases.
Thank you for taking the time to read this,
Don in East Bremerton
-----------------------------------------------------------------------------------
Adam,
Are these parks for the use of people who live in Bremerton only? NO, they are PUBLIC parks.
So why must the people of Bremerton be .taxed to fix up parks that anyone can use?
Why can't you get with county/other cities and come up with a fair plan to increase the taxes of
everyone to maintain all the parks in the county?
Alter what the Port of Bremerton did, taxes are out of control.

Subject: neighborhood improvement-please forward to all council members and cc to Mayor
Dear City Council members,
\
As a Neighborhood Block Watch captain and a co-chairperson of the Neighborhood Block Watch
Captains group, I was ecstatic to read about the
proposed "Neighborhoods Now" program. PLEASE support this proposal,
including the ability of the city to enforce its own nuisance ordinances without requiring a citizen to
complain!!!! My experience has been that residents are either unaware ofthe process to complain
(each nuisance type has a different and sometimes obscure contact point), frustrated by the length
of time or apparent lack of improvement when they do call, or assume the city standard allows these
behaviors.
Proposals such as this are critical in the process to improve Bremerton's livability. A clean, quiet,
and safe community serves its current citizens and attracts new home ownership.
Sincerely,
Judy McDonald

I wanted to follow up on a couple of comments from Wednesday night's Neighborhoods Now discussion.
In checking with Jim Avery, Kitsap County Assessor, I confirmed with him the median single-family home price in
the City of Bremerton was $172,420 in 2006. This would have been the basis for that hypothetical homeowner's
taxes in 2007. For the 2008 tax year, the first year of this program if approved by the voters, Mr. Avery
recommended the City increase estimated values by 10% based on their recent trending data. That would
suggest the median single-family home in Bremerton would be assessed at $190,765 in 2007. This would then
be the basis of that homeowner's tax bill for 2008. At 18.89 cents per $1,000 of assessed value this would add
$36.04 to that tax bill or $3.00 per month. Mr. Avery recommended we use the phrase "Typical home" rather than
mean, average, median or other statistical references. The assessor's office has adopted this convention on their
public information documents and correspondence. I corrected the presentation to reflect this change. Mr. Avery
did say the difference between average and median home prices was less than $5,000.
The question was asked about the percentage increase that a $0.1889 levy addition represented. It would be
9.782% of the assessor's estimated Bremerton specific levy rate for 2008 of $1.9311 per $1,000.
A question was asked about how the levied amount would change over the six-year period. According to Mr.
Avery and assuming the levy lift generated the expected $565,000 additional it is expected to raise in 2008 it
would raise that amount plus 1 % in 2009, or $570,650. 2010 would be $576,366, 2011 would be $582,120, 2012
would yield $587,941, and 2013 would provide $593,820. This would be a total of $3,475,898. This assume that
property values continue to increase in Bremerton by at least 1 % each year. Should that trend not continue the
results would change from these expectations.
Laura will be back on Monday and I'm sure she can do a better job answering any additional detailed questions
about how the levy process is expected to work.

Jennifer & Adam, City Council
I can't make the meeting, I've got visiting family and an doing my annual cooking ritual.
Thanks for pushing to get the 17th street park on the parks levy. I'll be glad to pay
additional property taxes for this worthy cause. It is a rare chance to get a choice
piece of view property into the city's parks system.
For those who are interested in filling it in as a park, perhaps all that dirt corning out
of downtown for the tunnel project needs a home. Usually the person getting rid of fill
dirt has to pay to dump it, in this case the city could take that fill dirt from itself,
or charge to take it if disposal is included in a contract already signed. usual cost to
dump fill dirt is about $3-5 yd.
I happen to like the lid because kids use it, and the top of it could be park-ified just
like the park that was built atop the old police station parking lot on Washington St
downtown. Those cherry trees at that park (gift from sister city in Japan?) seem to need
a new home soon- if the city is giving up that garage.
Thanks

Dear Council Members,
The Board of Directors of the Bremerton Area Chamber of Commerce
encourages you to vote in favor of placing the proposed parks levy on the
November ballot so that the voters of Bremerton can show their support of
our parks.
Every year, thousands of people enjoy Bremerton's beautiful and unique
parks. Parks enhance our community by providing attractive and
convenient venues for citizens, visitors and potential residents to enjoy
recreational activities.
The enthusiasm for downtown redevelopment has been remarkable. We
believe it's time to spread that enthusiasm throughout Bremerton. Parks will
help our city become an even more appealing place for people to live and
work and, as a result, be good for business and continued city-wide
revitalization.
Thank you for your consideration.

Subject: Ballot issue
Dear Council members:
Thank you very much for waiting to vote on the boardwalk ballot issue. I think it is important to
prioritize what improvements need to be done. Our streets are in bad shape in many areas and that
should corne first. With many taxpayers up in arms about recent property tax increases, whatever is
presented to them should be a definite need. Certain issues won't fly with the voters at this time.
The library request that was blown out of the water is a good example. I believe safe driveable streets
are a definite need and something that would be supported. This issue to repair our streets should corne
to the voters first. As a city resident, rate payer, and employee I want to see improvements, but's let's
take care of the basics first. It's a concern that tens of millions of dollars will be spent to dig an
underground tunnel when we have a heavily used Manette bridge that has been declared "deficient" and

Follow-up Information on Proposed Pa k
Date:
August 7,2007
At the Wednesday August 1st business meeting, City Council members asked
several questions regarding the parks improvement and development component
of the proposed ballot measure. From these questions, it appeared the following
additional information would be useful to the City Council:
1. A recap of the rough cost estimates for the renovation, improvement, and
development projects identified; and
2. More information related to two projects that acquire or add parks to the
City's park system.
A preliminary cost estimate for the identified projects is provided which
represents the work that would be done from the levy lid lift revenues and City
REET revenue match - for the six year period of the plan. This is the base work
that would be planned to be completed if the voters approve the lid lift. It is
expected that the City would pursue Grant funding where possible to allow the
project scopes to be more robust than would otherwise be possible and good
candidates for possible grant funding are flagged as such in the recap.
Two discussion overviews are also provided covering the proposed land
acquisition at Anderson Cove and the development of a proposed pocket park at
1 ih and Ironsides.

Proposed Anderson Cove Park Land Acquisition
In 2003 city council designated the Anderson Cove neighborhood as a blighted area in
need of renewal. There is no publicly accessible waterfront recreation property within
one mile of Anderson Cove. Existing park redevelopment opportunities are limited to
Matan park, a one third acre parcel initially developed as a community garden plot and
Arvon park, a 10,000 square foot fenced lot containing a children's playground.
Neither Matan or Arvon have ideal size to accommodate the variety of recreation uses
desirable in a neighborhood park setting, additionally they do not contain waterfront
access or views of nearby Port Washington Narrows.
Recognizing that a Neighborhood Now Levy investment in the existing park properties
would result in limited quality of life improvements for Anderson Cove residents the
Park Department began searching for projects with more recreational and redevelopment
potential. Staff has located a waterfront parcel adjacent to the city pump station.
Preliminary discussions with the property owner indicate he is a willing seller.
Discussions with the representatives from the State of Washington Recreation and
Conservation Board indicate there is grant potential in 2008 to assist with the acquisition
and future park development of this property. Acquisition of the property will allow
residents of Anderson Cove to access the water for picnics, beachcombing, fishing, small
craft launching and similar pursuits. In the long run this amenity will likely serve as a
catalyst to any future public or private redevelopment efforts in Anderson Cove.
Estimated land acquisition cost: $450,000 to $500,000 - included in proposed levy
projects.
Site preparation for public access to shoreline: $60,000
Land acquisition to be financed by proposed levy lid lift (if approved) with the potential
for assistance from Grant funding if successfully obtained. Grant funding would be
pursued for actual site preparation costs to provide public access to the shoreline
Grant potential: 1) Federal Land and Water Conservation Fund
2) State of W A. Local Parks Acquisition Fund
3) Aquatic Land Enhancement Grant from DNR
4) Community Development Block Grant
Proposed 17th and Ironsides Neighborhood Park
The City of Bremerton Water Utility owns an unused, largely below grade, concrete 2
million-gallon reservoir at 17th and IroJ,1sides in Manette. This reservoir was designed in
1942 but not built until 1956. It operated continuously until 1985. It was then used
intermittently until 1991 when it was completely removed from service. The Utility has
not used the reservoir (#14) for seventeen years and has no future use for the property.
The cover for the reservoir is a 4 Yz inch thick concrete slab which supported tennis
courts as a neighborhood amenity for many years until falling into disrepair. In more
recent years this reservoir lid has been used by the neighborhood as a gathering place for
kids on bicycles or others needing a flat, hardened-surface for recreation, fireworks
displays, etc. The sight offers commanding views of the City, the shipyard, and Sinclair
inlet. The lid suffers from an uneven surface which results in ponding of surface water
, that interferes with its use as a tennis court or play surface in inclement weather. It has
also developed moderately severe cracks and has evident corrosion in its reinforcing
steel. These issues have not been addressed. The Water Utility made the decision to sell
rather than rehabilitate the structure to make it functional. Any long-term use of the lid as
a recreational asset would have to address the issue of structural integrity.
The property was offered for sale in October, 2006 in a Request for Proposals (RFP)
along with other surplus city-owned properties. The neighborhood did not want to see the
property sold for development and gathered nearly 200 signatures on a petition asking the
Council to suspend the proposed sale and instead work with the neighborhood to develop
a park on the property. The City responded by providing the neighbors with a
commitment to stop the pending sale while the citizens worked to find funding for the
project.
One of the first hurdles to developing a park at this location was identification of a source
of funds for property acquisition. The Water Utility is an enterprise fund of the City. As
such, the Utility needs to receive Fair Market Value (FMV) for any assets it relinquishes.
The RFP process established that value at $248,000 in November, 2006. Although a
number of grant opportunities exist for acquiring and developing local parks this
particular project is not a strong candidate for acquisition funding. A solution was needed
to resolve this issue.
Staff have been working for some time to develop a land swap between the General Fund
and the Water Fund for two key properties; the Olympus Site (where public works
administration now resides in a building owned by the Water System) and Oyster Bay
(where the rest of public works, streets, and equipment are located in a building owned
by the General Fund). Public Works and Utilities (PW&U) would like to expand the
Oyster Bay site and consolidate the department there. PW &U would need to purchase
the land and improvements from the General Fund to do that. The General Fund would
like to take possession of the site at Olympus as a potential new site for Parks
maintenance and administration. Staff is preparing a recommendation for a land swap
between the two systems to get these two goals accomplished. The General Fund's asset
(Oyster Bay) is worth more on the books than the Water System Asset (Olympus). An
opportunity exists to add the 17th & Ironsides property to the swap to further even the
valuations so the swap is more equitable and without moving cash between the funds.
This is a way to "acquire" the site for the Manette park without having to cash flow the
purchase.
Once acquired by the General Fund and assigned to Parks for development the City
would work with the Manette Coalition and other local citizens to find funding to address
the existing structural deficiencies in the reservoir. Once that is in place the Parks
Department would use Neighborhoods Now! Funds to work with the community to
develop a park that adds value to the neighborhood and maintains existing views.

I believe safe driveab1e streets
are a definite need and something that would be supported. This issue to repair our streets should corne
to the voters first. As a city resident, rate payer, and employee I want to see improvements, but's let's
take care of the basics first. It's a concern that tens of millions of dollars will be spent to dig an
underground tunnel when we have a heavily used Manette bridge that has been declared "deficient" and
should have been replaced several years ago. The bridge in Minnesota that just fell was rated the same.
Thank you for your consideration.

Subject: Neighborhoods Revitalization Initiative
Concerning the city proposal"Neighborhoods Revitalization Initiative (#AB07-190) I have the
following comments:
1) I am not going to thank the council for voting to put this on the ballot in the next election as
I expect Government to obtain taxpayer authorization (in a vote) on tax increases.
2) Of the three core areas addressed in the initiative, my priorities are (a) Streets, (b)
Anderson Cove and (c) Parks. I will not argue with a need for each however my vote is
dependent on what I can afford. And I would be more inclined to vote for a street package
than this particular initiative.
3) Concerning streets, I believe the voters in this state voted to reduce car tab costs not
increase them. It seems as though State and local government seem bent on ignoring that
vote and seeking to jack rates up. If car tab increases are on the ballot, that will get a no
vote.
4) I am on pension. And I fall just below the average income level. So I have to consider the
impact of increases in taxes (all types) as well as cost of living (food, power, mortgage, food,
medical, clothing). I consider my budget "tight"- I can't afford the kinds of vacations city
officials take, can only afford restaurants occasionally. I have limited my driving due to gas
prices, try to buy inexpensive foods and buy what I need when I have to. My pension only
gets modest increases (if Congress is in the mood) and these are rapidly eroded away by
cost of living. In short, like many in the city I am squeezed. I have to live within a budget and
8/8/2007

I expect Government to the same.
I am therefore not inclined to vote for this proposal and I doubt others in my situation will
either.
